Amendments are Proposed in Nominating Members of Autonomous Bodies Created by Law

On June 17, the RA NA Standing Committee on State and Legal Affairs moderated by Vladimir Vardanyan continued the work of the sitting convened on June 14.

The Committee debated the legislative package on Making Addenda to the RA Law on Keeping Arrested and Detained Persons, which presented the deputy Taron Simonyan.

The RA Deputy Minister of Justice Tigran Khachikyan presented the opinion of the government.

The Deputy Minister underlined that the abovementioned item was touched upon in the manual titled The Prisons and the Health authored by the World Health Organization (WHO) in 2014.

The MPs Nikolay Baghdasaryan and Sisak Gabrielyan highlighted the legislative draft law.

The Committee endorsed the legislative package.

Afterwards the Committee debated the package of legislative draft laws on Making Addenda to the constitutional law the NA Rules of Procedure, on Making Addenda and Amendments to the RA Law on Protection of Economic Competition, on Making Amendments and Addenda to the RA Law on the Body Regulating the Public Services, on the Committee of Corruption Prevention, on the Officials’ Payment and on Amending the Judicial Code.

Ararat Mirzoyan has noted that the amendments are proposed stemming from the logic of having parliamentary government system by the rise of the role of the National Assembly factions and the necessity of providing additional activity guarantees to the opposition factions.

The Speaker of the parliament has noted that it is proposed to form the staff members of the Corruption Prevention Committee in the following way: reserve the right of nominating candidate in the vacant position for the Committee Chair to the Government, reserve the right of nominating the candidates in the vacant positions of the Committee for 2 members with 6-year term to the NA ruling faction, and the nomination of the members’ candidates with 4-year authorities to the NA opposition factions.

According to Ararat Mirzoyan, it is proposed to form the staff members of the Corruption Prevention Committee not late than 30 October 2019.

The deputy Anna Karapetyan highlighted the necessity of the legislative package and called on her colleagues to vote for it.

In his final speech Ararat Mirzoyan has informed that numerous consultations have been in relation with the formation of the package of the draft laws.

The package was endorsed: it was proposed to include it in the draft law of the RA NA upcoming regular sittings’ agenda.

The Committee also debated and endorsed the legislative package on Making Amendments and Addenda to the RA Criminal Procedure.

The key speaker, the RA Deputy Minister of Justice Tigran Khachikyan presented the package.

The package of the draft laws with the endorsement is proposed to include in the draft law of the agenda of the RA NA upcoming regular sittings.

The RA Deputy Minister of Justice Artak Asatryan presented for debate the draft law on Amending the RA Criminal Code authored by the government.

The key speaker noted that there was one recommendation in connection with one item by the deputy Sergey Atomyan, which was accepted.

The Committee Chair Vladimir Vardanyan proposed an amendment of technical character to the draft law. As a result, the legislative initiative was endorsed.
