Seminar-Discussion on Legal Problems of Cooperation between Parliament and Audit Chamber

On May 23, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs jointly with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation) Public Financial Management in the South Caucasus held a seminar-discussion on Parliamentary Budget Oversight Toolkit: External Audit . Members of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs, representatives from the RA NA Staff, the RA Audit Chamber, experts and deputies' assistants took part in the seminar.

The objective of the envisaged seminar is to support the professional capacity development of the MPs, experts and the NA Staff. Issues regarding the legal framework of interaction between Parliament and Audit Chamber and the legal requirements to the current conclusions made up as a result of external audit were discussed. The expert of the sphere Gnel Khachatryan conducted the seminar.

Underlining the necessity of holding the seminar, the Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Mane Tandilyan noted that in case of joint work qualified result would be registered in two structures, too. A number of works aimed at the formation and development of professional and structural capabilities are carried out in parliament by the direct coordination of the Standing Committee. A Sub-Committee on Audit was established in the Standing Committee, where the current conclusions of the Audit Chamber being presented to the National Assembly and the information regarding them would be discussed. The legislator's effective participation in the budgetary process creates a concept of checks and balances, which is of key importance for transparent and reporting management and provides effective implementation of public services.

Aleksandar Dragojlović, GIZ Public Financial Management in the South Caucasus Advisor has noted that as a result of joint work a platform of dialogue has been formed, where all beneficiary sides are engaged. The speaker highlighted the provision of financial oversight and the transparency of the management system.

The participants of the seminar touched upon the issues concerning the involvement of the young professional specialists in the works and effective use of the international experience in Armenia.
