Current Emphases of Parliamentary Budgetary Control Discussed

On April 11, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation) Public Finance Management in the South Caucasus programme jointly organized a discussion on the theme Armenian Financial Dialogue: Current Emphases of Parliamentary Budgetary Control in Yeghishe Charents House-Museum.

The RA NA deputies, experts of the parliament staff, the representatives of the RA Ministry of Finance, the RA Audit Chamber, the civil society and mass media.

The Adviser of the GIZ Public Finance Management in the South Caucasus Hovhannes Margaryants programme has noted that the event has a goal to promote the awareness on the reforms being implemented in the sphere of public financial management for all concerned sides.

In his speech the Regional Head of the GIZ Public Finance Management in the South Caucasus Jens Petersen-Thumser highlighted the cooperation with the Standing Committee on Financial-Credit and Budgetary Affairs. A number of programmes were jointly implemented, which promoted the rise of transparency and accountability of the public financial management system.

The Chair of the Standing Committee on Financial-Credit and Budgetary Affairs Mane Tandilyan has noted that the legislator’s effective participation in the budgetary process creates checks and balances, which is of key importance for the transparent and accountable government and provide the effective implementation. According to the speaker, the toolkit of the budgetary control of the parliamentary country should fully provide the exercise of the control authorities of the National Assembly towards the budget.

The Committee Chair highlighted the organization similar events and expressed her satisfaction to the GIZ for the cooperation. The Deputy Head of the Public Financial Management Policy Department Edgar Mkrtchyan talked about the transparency and accountability of the public financial management system. He informed that this year for the first time the preliminary version of the next year state budget for July-August would be discussed in the Standing Committees of the parliament. The speaker considered important the development of the capabilities skills of the specialists of the strategic planning system.

The Head of the Monitoring, Analysis and International Relations Department of the RA Audit Chamber Karen Arustamyan evaluated the provision of the objective information on the public financial management to the parliament and the public. He also talked about the problems of the official information accessibility.

The Acting Head of the RA Media and Public Relations Department Hrayr Zoryan has referred to the transparency of the activities, the public relations, presented the toolkit, by which the openness of the National Assembly works, the accessibility of the information, accountability, the publicity of the legislative activities and the connection with the media is provided.
