Parliament Begins Work of Regular Sittings

On March 26, the RA National Assembly began the work of the regular sittings. By the decision of the parliament the draft laws on Amending the RA Labor Code and on Amending the RA Labor Code and on Making Addendum to the RA Labor Code authored by a group of deputies of the faction of the RA NA Prosperous Armenia, not endorsed in the Head Committee were not included in the agenda of the session.

After approving the agendas of the session and regular sittings the deputies in the first reading debated the package of the draft laws on Making Amendments and Addenda to the RA Law on Shareholding Companies, on Making Amendment and Addendum to the RA Law on LTD Companies and on Amending the RA Law on Securities Market. The RA Minister of Economic Development and Investments Tigran Khachatryan presented it.

The deputy Hayk Gevorgyan presented the endorsement of the RA NA Standing Committee on Economic Affairs and urged his colleagues to vote for it.

During the exchange of thoughts the deputies Varazdat Karapetyan, Sergey Bagratyan, Mikayel Melkumyan and Babken Tunyan positively assessed the package.

The RA Deputy Minister of Labor and Social Affairs Smbat Saiyan presented for debate in the first reading the draft law on Making Addenda and Amendments to the RA Law on State Pensions.

In his report the Chair of the RA NA Standing Committee on Health Care and Social Affairs Narek Zeynalyan noted that the Committee voted for the draft law and endorsed it.

The MPs exchanged thoughts on the items of the price increase and the additional expenditures.

The deputy Mikayel Melkumyan presented the viewpoint of the PAP Faction, and noted that they would vote for the draft law.

In his extraordinary speech the RA NA President Ararat Mirzoyan underlined that during two months the government took considerable positive steps, and by the draft law under debate the item of simply the minimum threshold and paying the minimum expenditures.

In his final speech Narek Zeynalyan touched upon the deputies’ raised some questions and underscored that the draft laws had been one more step for the elimination of the extreme poverty.

The RA Deputy Minister of Labor and Social Affairs Smbat Saiyan answered the deputies’ questions.

The NA deputy Hovhannes Hovhannisyan presented the package of the draft laws on making Addendum to the RA Law on Advertisement and on Making Addenda to the RA Code on Administrative Infringements for debate in the first reading.

The RA Deputy Minister of Education and Science Arevik Anapiosyan has noted that the RA Government is sure that the amendments under proposal are necessary for the rise of the education quality.

The Chair of the RA NA Standing Committee on Science, Education, Diaspora, Youth and Sport Mkhitar Hayrapetyan noted that the Committee unanimously endorsed the package of the draft laws.

The RA First Deputy Minister of Nature Protection Irina Ghaplanyan presented the draft law on Ratification of the Protocol Agreement Kigali Amendment of Montreal Protocol on Substances Decaying the Ozone Layer.

The Committee also approved the draft law on Ratifying the Temporary Agreement Aimed at the Formation of the Free Zone between the Eurasian Economic Union and Its Member States on One Hand and on the Other Hand between the Islamic Republic of Iran, which presented the RA Deputy Minister of the Economic Development and Investments Tigran Khachatryan

The member of the RA NA Head, Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Mary Galstyan presented the endorsement of the Committee.

The RA Acting Minister Culture Nazeni Gharibyan presented the bill on Ratifying the Agreement on Cooperation in the Sphere of Culture between the Government of the Republic of Armenia and the Government of the Republic of Malta.

The Chair of the RA NA Head, Standing Committee on Science, Education, Diaspora, Youth and Sport Mkhitar Hayrapetyan presented the endorsement of the Committee.

The RA Deputy Minister of Economic Development and Investments Albert Babayan presented the for debate the draft law on Ratifying the Temporary Agreement Aimed at the Formation of the Free Zone between the Eurasian Economic Union and Its Member States on One Hand and on the Other Hand between the Islamic Republic of Iran.

The Deputy Chair of the RA NA Head, Standing Committee on Territorial and Eurasian Integration Armen Pambukhchyan presented the endorsement of the Committee.

At the last sitting of the day, under the RA constitutional law the NA Rules of Procedure, the RA NA made statements.
