RA NA Standing Committees Convene Sittings

On March 22, at the sitting of the RA NA Standing Committee on Territorial and Eurasian Integration moderated by Mikayel Melkumyan debated and endorsed two bills, which would be proposed to include them in the draft agenda of the NA upcoming regular sittings.

The RA Deputy Minister of the Economic Development and Investments Avag Avanesyan presented for debate the Agreement on the Order of the Management of the Author's Rights and on Collective Bases.

The Agreement was endorsed. The Committee also approved the draft law on Ratifying the Temporary Agreement Aimed at the Formation of the Free Zone between the Eurasian Economic Union and Its Member States on one Hand and on the other Hand between the Islamic Republic of Iran, which presented the RA Deputy Minister of the Economic Development and Investments Tigran Khachatryan for debate the report on the Procedure and Results of the RA Government that was Approved by the Decision of 1 June 2018 N 581-A.

The Committee listened to the report of the Chairman of the RA State Commission for the Protection of Economic Competition Artak Shaboyan on harmonisation of the competitive environment in the EEU.

On the same day at the sitting of the RA NA Standing Committee on Defense and Security moderated by Andranik Kocharyan considered the report on the Procedure and Results of the Government Programme Implementation – the executive sheets and programmes, achievements of the National Security Service, Defense, the Ministry of Emergency Situations and Police.

The Director of the National Security Service Artur Vanetsyan noted that the structure led by him fought against corruption within his authorities during the past period.

The RA Deputy Minister of Defense Gabriel Balayan noted that during that period a development plan of the RA Armed Forces for 2019-2024, which was approved by the National Council.

The Minister of Emergency Situations Felix Tsolakyan talked about the financial and technical problems of the Ministry.

The heads and the representatives of the spheres were directed the various questions.

At the sitting of the RA NA Standing Committee on Foreign Relations moderated by Ruben Rubinyan debated the executive sheet of the implemented programme in the foreign policy, the report on the Procedure and Results of the Government Programme Implementation.

The RA Deputy Minister of Foreign Affairs Avet Adonts noted that Armenia with the OSCE Minsk Group Co-Chair states, the RF, the US and France, continued the steps taken for exclusively peaceful settlement of Karabakh problem. After the Velvet Revolution occurred in our country the Armenian authorities reaffirmed their commitment in the OSCE Minsk Group Co-Chairmanship for exclusively peaceful settlement of Karabakh problem on the basis of the fundamental principles of the international law, particularly the right to the peoples’ legal equality and self-determination. According to Avet Adonts, the situation of Artsakh and the provision of security are the priorities of Armenia in the negotiation process. The essential significance of excluding the relevant atmosphere for establishing peace was underlined for the rise of process efficiency. It has been reaffirmed that Artsakh should have as a main side of the conflict a decisive voice and be involved in the real and lasting peaceful solution process.

The diplomat informed that in 2018 among the RA diplomatic priorities continued remaining the international recognition and condemnation of the Armenian Genocide. In this aspect in December on the initiative of the Ministry of Foreign Affairs the Third Global Forum Against the Crime of Genocide was held in Yerevan.

The Deputy Minister answered the Committee members' questions, which mainly related to the rise of parliamentary diplomacy efficiency, the work of diplomatic representations and the development of Armenia's relations with a number of countries.
