Delegation on World Bank Procurement Visits Parliament

On March 19, on the initiative of the Deputy Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan a working discussion on the opportunities of the Procurement Process Use and the perspectives of their harmonisation in terms of the World Bank (WB) programmes.

Highlighting the studies of the delegation being made on the procurement processes of our country, Artak Manukyan noted that the joint cooperation would promote the solution of the problems existing in the sphere, making more transparent the system of the state procurements and the improvement of the parliamentary oversight mechanisms.

According to the MP, the system of the state procurement is a sphere developing in parallel with economy, and there is necessity to fill in it with legislative reforms.

To make the processes of the sphere more transparent and effective the Committee Deputy Chair emphasized the complete investment of the electronic procurement system.

The Head of the WB delegation Vinay Sharma considered important the use of the new technologies in the sphere, which would give an opportunity to make the state procurement system more effective and practical.

The questions addressed to the speakers related to the state procurement process, the IT sphere, the protection of the local producers’ interests, the control of the natural monopolies and other problems.

Artak Manukyan noted that the cooperation with the WB would be continuous. In June, the delegation would present the results of the studies made in Armenia.
