Speech by RA NA Speaker Ararat Mirzoyan at 453rd Sitting of RF FA Federation Council

“Dear Valentina Ivanovna,

Dear colleagues,

Dear friends,

First of al,l let me thank you for the warm reception and the opportunity of delivering a speech at the plenary sitting of the Federation Council of the Federal Assembly of the Russian Federation.

I will take with pleasure this opportunity for continuing the dialogue which is intensively implemented at the level of the heads of our states and strengthen it at the level of the bilateral inter-parliamentray cooperation between our countries and promote as much as possible at the level of the concerned ministries and institutions, regional administrations, as well as at the business level and not less important the further effective development in humanitarian and cultural aspects.

As a direct, actual and sincere dialogue which is aimed at the strengthening mutual understanding and mutual trust, the debates of all possible issues, searching mutually beneficial solutions and the development of cooperation in exclusively all directions. A sincere friendly dialogue which gets a special importance under the light of the fact, when for satisfying their lobbyist interests and using the suspicious manipulations in the media field of our countries, an attempt is made by some circles to present distorted the ongoing processes in Armenia, to sow misunderstanding and indefiniteness, by that weakening our common positions on the international arena and raising the vulnerability of our states to the external challenges.

I would like to announce with all responsibility: such efforts are more than in vain and from the beginning are doomed to complete failure, as driving a wedge in our centuries-old relations is impossible, as the long-term bases, preconditions and reasons of the rapprochement of our countries and peoples are above the current narrow mercenary interests of some circles. In this aspect I would like to underline that only we together with you can define the agenda of bilateral relations, and we will continue to do that, stemming from the historically formed mutual spiritual and cultural closeness, our peoples’ affection and friendship and our states’ mutual long-term interests.

Being led by those priorities, the people’s will and the interest of the state, as Speaker of the National Assembly of the Republic of Armenia, I consider necessary once again to voice and fix the thesis in the Federation Council of the Federal Assembly of the Russian Federation, which repeatedly beginning from April 2018 has been said by us at all levels and on different occasions: “The relations with Russia are special for Armenia, Armenia considered and consider Russia its strategic colleague, the further strengthening of our relations and the overcoming of possible obstacles on that way is one of the priorities of our foreign policy.”

This perception, this concept is reflected in the five-year programme of the government approved recently by the RA National Assembly, which, of course, is the vivid evidence of the above mentioned.

Dear friends,

One of the key aspects of the Armenian-Russian cooperation, in general in the world and particularly in the South Caucasus region, is the provision of security and preservation of stability. We are against the attempts of solving the conflicts through military and we welcome the initiatives aimed at reaching firm peace and stability on our earth. In this aspect under the light of wider cooperation an example of recent period can be sending of a group of our specialists to the Arab Republic of Syria. The Armenian humanitarian mission sent recently to Syria serves exclusively for boosting peace and stability, helping the Syrian people to restore the daily living activities in the regions suffered from the conflict. We are thankful to the Russian side for providing logistic support to the mission of Armenia, as well as during recent years our humanitarian aid for supporting the organization of sending to that country.

The abovementioned humanitarian component becomes more topical especially during these days, when the Armenians of the world pay tribute to the memory of Sumgait ominous massacre victims, which became the prelude of the programme directed against the Armenians, by this laying the basis of the policy for the wide-scale ethnic cleansings.  It resulted in the mass emigration of the Armenian population of Baku, Sumgait, Kirovabad and other cities. In many aspects, the Nagorno Karabakh conflict was a natural response to the purposeful policy of the Armenian population’s complete annihilation.

Dear colleagues,

I cannot but underline the directions of multilateral military cooperation and economic integration, strengthened in the international military-political and economic organizations with the participation of our countries of the Collective Security Treaty Organization and the Eurasian Economic Union.

It is remarkable that by the initiative of the very ruling majority in the National Assembly of Armenia a new, NA Standing Committee on Regional and Eurasian Integration, was created. The Committee, including other items, will be engaged with the harmonisation of the legislation with the member countries of the Eurasian Economic Union (EEU): and this is also one weighty example, which, by the way, can greatly serve for other EEU member countries.

From 1 January 2019 our country presides over in the bodies of the Eurasian Economic Union. The priorities of Armenia’s chairmanship, which are presented in the address to the heads of the Eurasian member states on 29 January 2019 by the Prime Minister of the Republic of Armenia, the Chairman of the Supreme Eurasian Economic Council Nikol Pashinyan, includes such directions, as the energy sphere, the diversification of the Eurasian transport sub-structure, the development of the higher technological sector of the economy and the full implementation of the Union’s digital agenda, the growth of the financial sector and the provision of stability.

I would like to mention under the abovementioned light that the bilateral Armenian-Russian economic cooperation successfully develops also at the inter-regional level with the participation of about 70 units of almost all marzes of Armenia and the Russian Federation. Nevertheless, I am sure that we have considerable potential for the further development of the decentralised fruitful cooperation.

Summing up we can confidently say that there are all preconditions for giving new meaning and content to the Armenian-Russian relations based on the mutual respect, mutual understanding, mutual interest and cultural commonalities, becoming an evident example of our strategic partnership. Our two states should make all possible efforts for that. This is a street for two-sided traffic, and here a wide field is opened for joint intensive and responsible work before us.

Concluding my speech, on behalf of our delegation I would like once again to thank you, Valentina Ivanovna, dear members of the Federation Council for warm reception and hospitality, I hope that my visit and your warm reception will become one more confirmation of inviolability of our relations within the framework of our states’ interests.
