Working Discussion at RA NA Standing Committee on Protection of Human Rights and Public Affairs

On February 11, working discussion was held at the RA NA Standing Committee on Protection of Human Rights and Public Affairs, where the RA Human Rights Defender Arman Tatoyan took part.

Before turning to the discussion the Committee Chair Naira Zohrabyan voiced the citizens’ alarms related to the refusal of medical aid service for moving especially the patients with heavy respiratory illness to the hospital. In this issue the Committee Chair drew the attention of the RA Health Care and the Human Rights Defender (HRD), underlining that the Ministry of Emergency Situations should quickly respond and find solutions.

Naira Zohrabyan also highlighted the anti-constitutional recognition of the provision of the law by the Constitutional Court, by which the detained was deprived of the possible means of communication in the punishment cell.

The Committee Chair also emphasized that effective cooperation had always been with the HRD, adding that in the future a working map would also be elaborated.

In terms of the rise of the parliament’s international authority the RA HRD Arman Tatoyan stressed the creation of the Committee being involved with the human rights.

The HRD presented the works done in recent period, touched upon in detail the state of the human rights, the existing problems and challenges in the special institutions. The HRD has underlined that there is effective cooperation with the Ministry of Justice, in the previous year a legislative package was worked out, which would be debated in the parliament. A number of reforms were envisaged by the document.

According to Arman Tatoyan, the representatives of the new government listen to the public opinion, and we should further develop that practice.

The Ombudsman answered the Committee members’ questions, which related to the deputies’ visits, the availability of the medical crew in the criminal executive institutions, the possible mechanisms of prevention of hunger strike, the efficiency of the inclusive education system, the problem of the recognition of the person’s employment, pardon process, etc.

At the end of the meeting Naira Zohrabyan assured that HRD’s every report would be discussed in detail in the Committee. According to her, the newly created Committee should become that platform, where the problems would not only be voiced, bit also be solved. In this context Naira Zohrabyan emphasized the close cooperation with the government and the HRD Office.
