Work of First Session of RA NA Seventh Convocation Begins

On January 14, the work of first session of the RA NA Seventh Convocation began under the sounds of the RA anthem.

In accordance with the Constitutional Law of the RA NA Rules of Procedure, before the election of the President of the Parliament, the deputy of elder age Knyaz Hasanov moderated the NA sittings.

In name of all national minorities residing in Armenia he thanked the Armenian people, the Civil Contract party in the name of its leader Nikol Pashinyan for the representatives of the national minorities being presented in the parliament.

On the occasion of the opening of the first session of the parliament His Holiness, Karekin II, Supreme Patriarch and the Catholicos of All Armenians welcomed the MPs and addressed them with blessing.

On the occasion of the opening of the first session of the parliament the President of the Republic of Armenia Armen Sarkissian welcomed the newly elected deputies.

“Your Holiness,

Distinguished Mr. Presiding Chairman,

Honorable members of the National Assembly,

I congratulate you on the opening of the first session of the National Assembly of the seventh convocation. I congratulate all political forces which are represented in the Parliament and all its members. I wish you all success and efficient work.

I also express gratitude to the National Assembly, the members of the previous convocations of the parliament for their works starting from day one of our Independence.

Year 2018 became history: It was a year of great changes, challenges, expectations and aspirations, a year when the best qualities of our people – unity, togetherness, high moral and civil spirit – manifested themselves at their best.

The results of the December 9 parliamentary elections, which were accepted by all participating political forces and international observers, endowed the current National Assembly with great legitimacy.

The first round of political changes is closing with the formation of a new National Assembly and a new government. The next round, that of aspirations and fulfillment of the pledges, the round of consistent, diligent, and daily work begins.

Distinguished Members of the Parliament,

You have received wide authorities to call to life the ideas of the Velvet Revolution and to justify the expectations of the people, to shape a new Armenia.

There is no doubt that your success will depend largely on the support of the citizens of Armenia and their participation in the social, political, economic, cultural, and educational life.

Article I of the Constitution proclaims the Republic of Armenia a “sovereign, democratic, social and legal state.” That provision not only asserts the fact but also serves as the most important principle and goal for our state. A goal which should never be viewed as fully achieved, which we constantly need to aspire to achieve by improving and by walking a long course.

Thus, many serious reforms in all areas and at all levels are needed to build a new Armenia.

The promise of prosperity and dignified life for each resident of Armenia remains a top priority.

Currently, on the legal as well as on the practical level these rights do not receive proper attention. In the new Armenia people’s economic, social, cultural, and educational rights and freedoms should become the most important component of human dignity. This very approach should be in the base of legal acts and activities of the state bodies.

Distinguished Members of the National Assembly,

The world is full of challenges and is becoming more turbulent and unpredictable.

Traditional approaches and methods existing in the international relations, as well as institutions and structures very often lose their effectiveness.

All this creates huge risks, but at the same time also new opportunities.

The 21st century is going to be a century of rapid changes, fast assessments and decisions, and deep connectivity.

We are standing at the gateway of a new world and need to transform our mentality and our approaches.

Well-aware of our real and imaginable advantages and shortcomings, armed with a precise vision and a program, we need to use the capacities of our diligent, creative, and intelligent nation in the 21st century.

Yes, times are changing, but our goals remain unchanged – to create a strong and developed Armenia, to promote the creation of a dignified citizen who is ready to face the challenges of the 21st century.

These are our goals.

The new National Assembly will have to carry out rather extensive works to enhance the efficiency of the parliamentary diplomacy, considering the issues and challenges which Armenia faces in the area of foreign relations.

The list of these challenges is long: a fair and peaceful resolution of the Nagorno Karabakh conflict, greater level of Armenia’s and Artsakh’s security, modernization of the Armed Forces, enhanced cooperation in the Eurasian and European realms, deeper cooperation with the neighbors, with all global players, all partners and, certainly, with the friends, Armenia’s firmer standing in the world as a stable and trustworthy partner.

All this requires professional approaches and skills. I wish you every success.

The New Armenia should come forward as an important international hub for science, culture, education and new technologies, promoting innovation and creative mind.

We need to strive to give the world Noble Prize winners, a new Toumanian and Komitas, a new Arshile Gorky, Hambardzumian and Khatchaturian, a new Gulbenkian and Kirkorian.

And of course, along with legal, institutional, and structural reforms, in the New Armenia each of us needs to assume the responsibility to “reform” personally, to improve one’s system of values, understand one’s national and individual identity, and ensuing responsibilities.

Distinguished Members of the National Assembly,

The society, which we need to develop today, will be based on our performance, tolerance, respect for diversity and confidence, will be built on our ability to work, create and generate, will be built on the reasonable decisions adopted within these walls.

These decisions will be called up to improve our life not only today, but also tomorrow, for the coming generations.

The National Assembly is the place where ideas and viewpoints will clash. Diversity, freedom of speech, tolerance and respect towards the values of the minorities will become driving forces behind advancement.

Be opponents but never foes.

Target problems but not individuals.

You represent power, legislative power. However, your job is not limited to creating laws but also includes the oversight of their due implementation, as well as the creation and use of the mechanisms for checks and balances – it will promote the advancement of our country.

My message is the following: To become successful today, let us focus our attention and work on the future. Let’s work together and for all of us.

Let us ask ourselves constantly: Where our children will live and what opportunities our children will have 10, 20, and why not, 100 years from now?

Let’s work to create a society based on the principle of sustainable and durable development.

Sustainable and durable development is not just a slogan: It’s a vital matter which requires due attention.

It would be reasonable to speak seriously about sustainable and durable development before adopting decisions pertinent to our soil, water, natural resources, national legacy, and values.

In the new Armenia, in the Young Armenia it is critical to boost mutual trust and respect between our generations and our compatriots spread all over the world as well as the efficient cooperation.

When I say young, I mean not only the age but first and foremost a robust mind and spirit, ability to search for and find, to learn and create.

For me, Armenia is the example of a country which can live and win in the 21st century because we echo all tendencies existing in the contemporary world. It means that we are a small country but a globally connected nation.

And we certainly live with a deep comprehension that regardless of where we were born, we have one Fatherland. We have to make that Fatherland flourish through our joint efforts – combined efforts of Armenia, Artsakh, and Spyurk.

Armenia really can become one of the brightest spots on our planet through the implementation of innovative ideas, through our culture, science, economy, etc.

It will not be easy.

But I believe in the boundless talent of our people and our unbending spirit. I am confident that we will overcome all difficulties along the way.

Distinguished Members of the National Assembly,

I wish us all discipline, reasonable thinking, diligence, persistence, and responsibility.

I wish efficient and productive work to the National Assembly.

As the President of Armenia, within the scope of my authority, I am ready for cooperation and support, for joint productive work for the benefit of our Fatherland and our nation.

God bless us all,” the President of the Republic said.

In accordance with the Constitutional Law of the RA NA Rules of Procedure, the newly elected MPs swore in to faithfully perform my obligations assumed before the nation, to preserve the Constitution and the laws of the Republic of Armenia, to contribute to the independence and protection of interests of the Republic of Armenia, to do everything for civil solidarity and protection of national and human values.

The moderator informed that, as a result of the NA elections , three political forces passed into the parliament: Alliance of My Step Parties, the Prosperous Armenia and Bright Armenia Parties. The deputies’ total number is 132. Under the law of the RA NA Rules of Procedure, 3 factions will function in this parliament. It has been noted that, as a result of the NA election, the faction created by the party or alliance of parties that received not less than 54 percent of the total number of the mandates.

Afterwards, Knyaz Hasanov presented the newly elected deputies and the agenda of the first session.

The legislative body debated the draft law on Creating Accounting Committee of the seventh convocation which was passed with 72 for and 1 against votes. Thus, in the NA Accounting Committee five deputies of the NA My Step faction, and one deputy from the NA Prosperous Armenia and Bright Armenia factions. From My Step Vahagn Hovakimyan, Arpine Davoyan, Sisak Gabrielyan, Kristine Poghosyan and Maria Karapetyan, from Prosperous Armenia Shake Isayan, and from Bright Armenia faction Anna Kostanyan.

Afterwards the parliament touched upon the item of the RA NA President’s election.

On behalf of the faction the Head of My Step Faction Lilit Makunts nominated Ararat Mirzoyan’s candidacy, then presented the candidate’s biography and activity. In the speaker’s opinion, Ararat Mirzoyan's candidacy is equally acceptable for both the ruling majority and opposition factions. The Head of the faction expressed conviction with his committed values and personal qualities Ararat Mirzoyan undoubtedly would make all efforts for power-opposition dialogue, leveling of the various political contradictions and searching of compromises.. He called on the MPs to vote for Ararat Mirzoyan.

In their interpellations addressed to the RA NA President’s candidate the RA NA deputies touched upon the steps taken for the rise of the role of the National Assembly, the strengthening of its oversight functions, the rise of the role of accountability, the significance of the parliamentary hearings, the rights of the NA factions, etc.

Highlighting the significance of the parliamentary hearings, Ararat Mirzoyan underlined that all factions and deputies should make possible efforts to make the parliament through hearings a platform of public debates, where there will be an opportunity to get public approval on legislative initiatives.

According to the NA President’s candidate, efforts should be made for the rise of the parliament’s role.

“It is logical that the NA majority is the political support of the government in the parliament and it will be natural that the prevailing part of the government initiatives will get support in this body, but the parliament itself make legislative initiatives, change the proportion, work with the government, but not oppose the government without any goal, but also work for the society and the country to have better legal field,” Ararat Mirzoyan stressed.

The NA Speaker’s candidate expressed readiness for debating all problems, noting that in case of being elected he would be the Speaker of the NA all deputies and this state body.

The NA deputies Lena Nazaryan, Shirak Torosyan, Vladimir Vardanyan, Mkhitar Hayrapetyan and Edmon Marukyan noted Ararat Mirzoyan’s activity, personal and professional qualities.

Edmon Marukyan informed that the NA Bright Armenia faction unanimously made a decision to vote for Ararat Mirzoyan’s candidacy.

In his final speech NA President’s candidate Ararat Mirzoyan reflected upon the voiced speeches, expressed gratitude to his colleagues for trust and warm words.

Knyaz Hasanov informed that at the first sitting of the Ad hoc Accounting Committee of the first session of the NA 7th convocation the NA deputy Vahagn Hovakimyan was elected Chairman of the Committee, the NA deputy Arpine Davoyan – Secretary of the Committee.

Vahagn Hovakimyan presented the order of the RA NA Speaker’s election voting.

At the next sitting, where the RA Prime Minister Nikol Pashinyan, the RA NA Accounting Committee informed that secret ballot was held, as a result of which unanimously Ararat Mirzoyan was elected the RA NA President. 132 MPs took part in voting: 1 voting paper was considered invalid, 131 MPs voted for and 0 against.

The RA NA newly elected President Ararat Mirzoyan has thanked his colleagues for the shown high trust, noting it is very obliging. “During my tenure I will try to remember every minute this obligation,” he said.

Afterwards the parliament began the RA NA Vice Presidents ‘election. The Vice Presidents are elected by secret ballot by the majority of the votes of the deputies’ general number.

The MPs Gor Gevorgyan and Tatevik Hayrapetyan delivered speeches on Lena Nazaryan’s candidacy.

Two candidacies were presented to be elected in the position of the RA NA opposition Vice President.

Sergey Bagratyan presented Vahe Enfiajyan’s candidacy on behalf of the RA NA Prosperous Armenia faction, underlining his human and professional high qualities.

The RA NA Vice President’s candidate talked about his views on the work in case of being elected in that position.

On behalf of the NA Bright Armenia opposition faction the Head of the Faction Edmon Marukyan proposed Mane Tandilyan’s candidacy, presenting the candidate’s activities.

The RA NA Vice President’s candidate Mane Tandilyan thanked the Bright Armenia faction for nominating her candidacy.

In their speeches teh NA deputies Naira Zohrabyan, Gevorg Petrosyan, Nazeli Baghdasaryan, Arman Babajanyan, Gevorg Gorgisyan talked about the Nominated candidates’ abilities, passed path, advantages, as well as their human qualities and professional capabilities.

The parliament will continue its work on January 15, at 10:00.

At the next sitting, where the RA Prime Minister Nikol Pashinyan, the RA NA Accounting Committee informed that secret ballot was held, as a result of which unanimously Ararat Mirzoyan was elected the RA NA President. 132 MPs took part in voting: 1 voting paper was considered invalid, 131 MPs voted for and 0 against.

The RA NA newly elected President Ararat Mirzoyan has thanked his colleagues for the shown high trust, noting it is very obliging. “During my tenure I will try to remember every minute this obligation,” he said.

Afterwards the parliament began the RA NA Vice Presidents ‘election. The Vice Presidents are elected by secret ballot by the majority of the votes of the deputies’ general number.

The Head of the RA NA My Step Faction Lilit Makunts presented Alen Simonyan’s candidacy from the faction to be elected in the position of the RA NA Vice President.

The RA NA Vice President’s candidate Alen Simonyan thanked My Step Faction for nominating his candidacy and trust.

During exchange of thoughts the MPs Hovik Aghazaryan, Hayk Konjoryan and Viktor Yengibaryan delivered speeches, highly assessing Alen Simonyan’s human and professional qualities and urging to vote for his candidacy.

The Head of the RA NA My Step Faction Lilit Makunts presented Lena Nazaryan’s candidacy to be elected in the position of the RA NA Vice President on behalf of the faction.

Lena Nazaryan talked about the vision of her activity in case of being elected and noted the further works to be done to make true the people’s expectations in the National Assembly.
