Regional Workshop on Budgetary Reforms in the South Caucasus Held in Tbilisi

On October 17-18, a regional workshop was organized in the city of Tbilisi within the framework of the programme Public Finance Management in the South Caucasus by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation) by the support of the Federation of Germany. The key theme of the meeting was the current situation of the investment of the budgetary and especially the programme budgeting reforms in the region. The experts of the Ministry of Finance and other relevant ministries, parliaments and audit higher bodies of Armenia and Georgia took part in the meeting. The representatives of the Ministry of Finance and the Government of Hessen Land of the Federation of Germany Patrick Kraulich and Günther Weiland also took part in the workshop.

During the two-day meetings the investment of the program budgeting in every country, the challenges related to them and the ways directed to their overcoming, the exact role of budget process participants in the programme budget investment process, the connection between the program budget and other reforms being implemented in the sphere of the public finance management, the coordination and harmonization. At the beginning of the workshop the Head of the GIZ Georgia Office Roland Steuer, the Head of the Georgian Team of the GIZ Public Finance Management in the South Caucasus Kristian Doring, the Deputy Head of the Budget Department of the Ministry of Finance of Georgia Natia Galua and the Expert of the Secretariat of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Alexander Harutyunyan gave welcoming remarks. The colleagues from the Georgian side, as well as the Representative of the RA Ministry of Finance Zhora Asatryan and the Coordinator-Expert of the Secretariat of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artyusha Aharonyan delivered speeches on thematic situation analyses and experience of the spheres. The German colleagues presented their international experience at the working debates.

As a result of the meeting, the cooperation work programme was designed, creating by that an active platform for regional cooperation.
