Biography of President of RA Constitutional Court Hrayr Tovmasyan

At March 21 sitting of the RA National Assembly Hrayr Tovmasyan was appointed President of the Constitutional Court of the Republic of Armenia.

He was born on July 8, 1970 in the village of Darakert in Ararat Marz.

1977- 1987 - studied in Darakert Secondary School.

1988 - 1990 - served in the Soviet Army. Reserve Major.

1995 - Graduated from the Faculty of International Law of Gladzor Management University. Lawyer. In 1996-1998 he studied in the Department of the RA NAS State and Legal Studies of the Institute of Philosophy and Law.

1996 - 1998 - Leading Specialist of the Legal Consulting Service in the Staff of the RA Constitutional Court.

1998 - 1999 - Chief Specialist of the Legal Consulting Service in the Staff of the RA Constitutional Court.

1999 - 2001 - Deputy Head of the Legal Consulting Service in the Staff of the RA Constitutional Court.

April - August 2001 – RA Deputy Minister of Nature Protection

Since 1998 - Lecturer at Russian-Armenian (Slavonic) University

2006 - 2010 - Lecturer at Gladzor University.

Since 2006 – Lecturer at Yerevan School of Political Courses, also Graduate of the same School.

2001- 2010 - Lawyer of the programme Consultation for Strengthening the Legal System of the German Association for Technical Cooperation. January-November 2010 - Legal Advisor of the programme “Consultation for Legal and Judicial Reforms in the South Caucasus” of the same Company

December 17, 2010 – April 30, 2014 – RA Minister of Justice

2013-2015 - Member of the Specialized Commission for Constitutional Reforms adjunct to the President of the Republic

May 26, 2014 – May 18, 2017 - Chief of Staff, Secretary General of the RA NA Staff

April 2, 2017 – He was elected RA NA deputy from the RPA national electoral list.

From May 20, 2017 – February 16, 2018 – Chair of the NA Standing Committee on State and Legal Affairs and Protection of Human Rights.

March 2, 2017 – he was appointed member of the RA Constitutional Court.

Awarded Medal Mkhitar Gosh (2013), 1st Degree Medal For Services Rendered to Motherland (2016).

In 2000 he defended candidate thesis in the Council Granting Legal Scientific Degrees of Yerevan State Management University on the theme The Problems of Execution of the RA Citizens’ Electoral Right, receiving Candidate of Legal Sciences.

In 2017 he defended candidate thesis in the Council Granting Legal Scientific Degrees of Yerevan State Management University on the theme Semi-Presidential System of Government in the Republic of Armenia (Constitutional Model and Reality), receiving Scientific Degree of Doctor.

He is author of more than 40 scientific articles and manuals.

He is a member of the RA Football Federation Executive Committee.

He is married with two daughters and one son.
