On March 20, the RA National Assembly began the work of the regular sittings. The deputies approved the draft laws of the session and the regular sittings, as well as the NA decisions on debating some draft laws in special procedure.

The Deputy Mayor of Yerevan Kamo Areyan in the second reading presented for debate the draft law on making Addenda to the RA law on Local Duties and Payments with the enclosed package.

The Chairman of the National Statistics Service Stepan Mnatsakanyan presented for debate in the second reading the draft law on Official Statistics with the enclosed package.

The RA Deputy Minister Artur Hovhannisyan presented for debate in the first reading the legislative package on Making Amendments and Addenda to the RA Law on Television and radio and on Making Amendments and Addenda to the RA Law on Joint Stock Companies.

Afterwards the parliament debated the issue of appointing the President of the Constitutional Court.

Hrayr Tovmasyan thanked the MPs for being nominated his candidacy in the CC President’s post.

The RA NA deputies Samvel Farmanyan, Edmon Marukyan, Nikol Pashinyan expressed their viewpoints about the CC President’s candidate.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech. He wished Hrayr Tovmasyan success, underlining his professional and skills. The Head of the RA NA RPA Faction Vahram Baghdasaryan presented the endorsement on the candidate.

In his final speech Hrayr Tovmasyan the deputies’ questions and thanked for the shown trust.

The Chairman of the RA Ad hoc Accounting Committee Gagik Melikyan informed that the voting of the appointment of the CC President’s candidate would be held on March 21, from 10:30 till 11:30 in the foyer of the NA Session Hall.

The RA Deputy Foreign Minister Shavarsh Kocharyan presented for debate in the first reading the draft law on Amending the RA Criminal Procedure Code the package of a number of draft laws enclosed to it.

The parliament in the first reading debated the draft law on Amending the RA Law on Diplomatic Service. Shavarsh Kocharyan, the MP Edmon Marukyan and the RA NA Deputy Speaker Arpien Hovhannisyan expressed their viewpoints on the draft law.

The legislative packages envisaging amendments presented by the government were debated in the second reading and completely adopting.

The RA NA deputy Manbe Tandilyan presented for debate the legislative package on Making Addendum to the RA Law on Accounting and on Making Amendments and Addendum to the Code on Administrative Infringements in the first reading.

The RA Deputy Minister of Finance Davit Ananyan, the Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan expressed their viewpoints.

The RA First Deputy Minister Artur Hovhannisyan presented for debate the legislative package on Making Amendments and Addenda to the constitutional law RA Electoral Code, on Amending the RA Code on Administrative Infringements, on Making Amendment and Addenda to the RA Law on Referendum and on Making Amendments and Addenda to the RA Criminal Code.

The parliament debated in the first reading the draft law on Amending the RA Criminal Procedure Code presented by the MP Karine Atshemyan.

The RA Minister of Territorial Administration and Development Davit Lokyan presented for debate in the first reading the legislative package on Amending the RA Law on Wastes, on Amending the RA Law on Waste Removal and Sanitary Cleaning and on Amending the RA Code on Administrative Infringements.

The MPs debated in the second reading the draft law on Making Addendum to the RA law on Military Service and Serviceman’s Status , which presented the RA NA deputy Mihran Poghosyan.

The RA Deputy Minister of Health Care Sergey Khachatryan presented the draft law on Amending the RA Law on Transplanting Human Organs and /or/ Tissues.

The RA First Deputy Minister of Territorial Development and Administration Vache Terteryan presented for debate the legislative package on Amending the RA Law on Local Self-Government and on Local Self-Government in the City of Yerevan .

The Head of the RA NA Yelq/Way out Faction Nikol Pashinyan presented the RA NA Draft Statement on 1-2 March 2008 Events.

The RA NA deputies Artak Zeynalyan, Lena Nazaryan, Aram Sargsyan, Ararat Mirzoyan, Edmon Marukyan, Gevorg Kostanyan and Nikol Pashinyan delivered speeches.

Gevorg Kostanyan presented the viewpoint of the RPA Faction, expressing his disagreement on some formulations.

The RA CB Chairman Nerses Yeritsyan presented for debate in the first reading procedure the legislative package on Amending the RA Law on Insurance Mortgage Bonds and on Bankruptcy of the Banks, Loan Organizations, Investment Companies, Investment Fund Governors and Insurance Companies and the draft law on Assets Securitization and Insurance Securities with Assets with the enclosed package.

At the last sitting, according to the RA Constitutional Law NA Rules of Procedure, the RA NA deputies made statements.
