Parliament Elects Fourth President of Republic

On March 2, the RA National Assembly continued the work of the regular sittings. The parliament by voting passed the bill on Normative Legal Acts debated in the first reading on the previous day, after which the deputies continued expressing their viewpoints on the item of appointing a Member of the RA Constitutional Court. Let us note that Hrayr Tovmasyan’s candidacy was nominated for being elected in that position.

The RA NA Deputy Speaker Eduard Sharmazanov talked about the human and professional qualities of the candidate of the Constitutional Court Member, and highly assessed his passed professional path, knowledge and principality in the political biography.

The MP Nikol Pashinyan touched upon the candidate’s activities, particularly his working biography progress and episodes of the opposition activities a few years ago.

The deputies also got acquainted with the RA NA Factions’ viewpoints.

Armen Rustamyan conveyed the positive position of the RA NA ARF Faction and Vahram Baghdasaryan presented the viewpoint of the RA NA RPA Faction .

In his final speech the candidate thanked the deputies for appraisal and trust.

The RA Deputy Minister of Nature Protection Khachik Hakobyan presented for debate in the second reading the draft law on Amending the RA Water Code with the enclosed package. The Head Committee presented the endorsement on the draft law.

The RA Minister of Labour and Social Affairs Artem Asatryan presented for debate in the first reading the draft law on Protection of the Rights of the Persons with Disabilities and Their Social Inclusion.

The Chair of the RA NA Standing Committee on health Care and Social Affairs Hakob Hakobyan noted that by the decision of the Committee parliamentary hearings would be organized after the first reading, and after that the draft law would be revised.

In his extraordinary speech the RA NA Deputy Speaker Mikayel Melkumyan opined that the problems of the persons with disabilities should be at the centre of attention of the state.

Afterwards the Chair of the RA NA Accounting Committee Gagik Melikyan presented to the parliament the results of the voting for the election of the President of the Republic. 101 deputies took part in the voting, and with 90 for and 10 against votes Armen Sargsyan was elected President of the Republic of Armenia.

The RA NA President Ara Babloyan congratulated Armen Sargsyan for being elected in the high post of President of the Republic.

The Head of the parliament has informed that under Article 127 of the RA Constitution and Article 49 of the Constitutional Law the RA NA Rules of Procedure, the President of the Republic assumes the office in the special sitting of the National Assembly which in case of the regular election is convened on the day of the completion of the authorities of the previous President of the Republic. It has been noted that the order of holding of the special sitting will be convened on April 9. The order of holding of the special sitting is established by the decision of the Council - the NA President’s recommendation.

The newly elected President of the Republic Armen Sargsyan thanked the RA NA deputies for voting, assuring that he would serve for the whole Armenian people during his activities.

The legislative package on Amending the RA Law on Transplanting Human Organs and (or) Tissues, on Amending the RA Law on Human Blood and Donoring Its Components and Blood Transfusion Medical Aid and on making Addenda to the RA Criminal Code which presented the RA Deputy Minister of Health Care Sergey Khachatryan.

The Member of the RA NA Standing Committee on Health Care and Social Affairs Marina Margaryan presented the endorsement of the Committee.

The parliament by voting passed the debated items.

Presenting the brief protocol of the voting on appointing the Member of the RA Constitutional Court, the Chair of the RA NA Accounting Committee Gagik Melikyan informed that 93 deputies took part in the voting. Hrayr Tovmasyan was appointed the CC Member with 64 for and 27 against votes.

Under Article 4 of the RA Law on CC the CC Member assumes the office by taking an oath given at the NA sitting.

The CC newly elected Member Hrayr Tovmasyan expressed his gratitude for the trust and took an oath.

At the end of the sitting the RA NA President Ara Babloyan informed that at the initiative of the Government, the RA NA extraordinary sitting will be convened by the initiator’s established agenda on March 6, at 11:00 a.m.

The national Assembly ended the work of the regular sittings.
