On October 29 the RA National Assembly continued the work of the four-day sittings. Before beginning the legislative work by the proposal of the NA Speaker the deputies welcomed the pupils of the Career Planning and Development Centre of “Tsiatsan” (Rainbow) Leaders’ Educational Centre NGO of Kapan, who were observing the NA sitting.

The NA Speaker also has informed that on November 10 an NA extraordinary sitting is designed to be convened.

The debate of the legislative package “On Amending the RA Electoral Code” and “On Amending the RA Law on Identity Cards” continued.

Afterwards the deputies resumed delivering speeches on the legislative package “On Amending the RA Electoral Code” and “On Amending the RA Law on Identity Cards” authored by the NA deputies Hovhannes Sahakyan, Artak Davtyan, Gagik Minasyan and Gagik Melikyan.

The NA deputies Aram Manukyan, Gagik Melikyan, Tigran Urikhanyan, Zaruhi Postanjyan, Artsvik Minasyan, Hayk Babukhanyan, Edmon Marukyan, Sukias Avetisyan, Nikol Pashinyan, Tevan Poghosyan, the NA Factions (the Rule of Law Hegine Bisharyan, the ARF member ARF Aghvan Vardanyan, the Head of the ANC Levon Zurabyan, the PAP member Mikael Melkumyan, the Head of the RPA Vahram Baghdasaryan) presented their viewpoints on the package.

Vahram Mkrtchyan and Hovhannes Sahakyan touched upon the deputies’ speeches, presented their observations on the violations of the electoral processes.

The bill “On Amending the RA Law on Excise Tax” was debated in the second reading submitted by the Deputy M i nister of Finance Vakhtang Mirumyan.

The NA deputies Tevan Poghsoyan, Artsvik Minasyan, Khachatur Kokobelyan, Edmon Marukyan, Heghine Bisharyan, Mikael Melkumyan, Gurgen Arsenyan, Hrant Bagratyan and Mher Shahgeldyan referred to the influence of the legislative amendment on the local production, the danger of price rise of transport as a consequence of the adoption of the law, the possible social shocks, the possibility of unequal competition in the production processes and other problems.

The RA Minister of Labor and Social Affairs Artem Asatryan submitted for debate in the first reading the draft law “On Amending the RA Law on State Allowances.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan noted that the Committee led by him endorsed the draft law.

The debate of the issue will continue at the NA next sitting.

During the sitting the parliament in the first reading passed the package of the draft laws “On Amending the RA Electoral Code” and “On Amending the RA Law on Identity Cards” authored by the NA deputies Hovhannes Sahakyan, Artak Davtyan, Gagik Minasyan and Gagik Melikyan and in the second reading completely the bill “On Amending the RA Law on Excise Tax” authored by the Government.

The National Assembly ended the work of the four-day sittings.
