On October 8 the joint professional discussion on programme budgeting was held moderated by the Chairman of the RA NA Standing Committees on Science, Education, Culture, Youth and Sport and on Financial-Credit and Budgetary Affairs, where the NA deputies, the employees of the NA relevant Committees, the RA Ministry of Education and Science and the Control Chamber took part. The seminar was organized by the USAID within the framework of SANAP and the Deustche Geselschaft für Internationale Zusammenarbeit/ German International Cooperation Company (GIZ).

The GIZ expert Edward Safaryan presented the executive main indices of the programmes in the spheres of education and science, their structure and current budgeting being used in the documents. The experts have given examples of studies, which related to the indices of the delivery of textbooks and the teachers’ attestation data. During the discussion Edward Safaryan answered the questions of the deputies and those responsible for the sphere.

On the same day a joint discussion on programme budgeting of the NA Standing Committees on Social Affairs and on Financial-Credit and Budgetary Affairs was held, which moderated the relevant Committee Chairmen Hakob Hakobyan and Gagik Minasyan.

Deputies, experts of the NA Standing Committees, and employees of the RA Ministry of Labor and Social Affairs, the RA Ministry of Finance took part in the discussion.

Gagik Minasyan.has noted that the goal of the discussion is to give an additional information on programme budgeting to the deputies, their assistants and experts.

Hakob Hakobyan has deemed necessary the purposeful use of the resources under use.

The GIZ expert Edward Safaryan has presented the programmes in the spheres of labor and social affairs, their structure and the executive main indices being used in the current budgeting documents.

He has presented the analysis of programme classification of the expenditures in the spheres of labour and social security included in the state budget for 2014, as well as the analysis of the study policy-budget link.

The participants have discussed the possibilities of the improvement of the recorded shortcomings.
