On December 18, the RA NA Standing Committees convened extraordinary sittings.

At the extraordinary sitting of the RA NA Standing Committee on Defense and Security moderated by Koryun Nahapetyan the draft law on Amending the RA Law on Alternative Service which presented the RA First Deputy Minister of Defense Artak Zakaryan.

The legislative package on Approving the Manual of Internal Service of the RA Armed Forces, on Amending the RA law on Military-Industrial Complex and on Amending the RA law on Military Police also debated in the second reading.

The RA First Deputy Minister of Defense Artak Zakaryan has underlined that the recommendations had been made after the first reading, and amendments were made.

The debated draft laws were endorsed. Within the framework of the parliamentary oversight the events and the works done were also debated.

On the same day the RA NA Standing Committee on Science, Education, Culture, Youth and Sport moderated by Vardan Bostanjyan convened an extraordinary sitting. The draft law on Amending the RA Law On State Duty was presented for debate by the RA Deputy Minister of Transport, Communication and Information Technologies Boris Demirkhanyan. The Committee endorsed the draft law.

The RA NA Standing Committee on Financial-Credit and Budgetary Affairs moderated by Gagik Minasyan debated in the second reading the package of the RA draft laws on Amending the RA Law on the RA Budgetary System and on Amending the RA Law on State Duty, which was endorsed and would be debated at the RA NA extraordinary sitting to be convened on December 19, 2017.

The RA Minister of Finance Vardan Aramyan expressed his viewpoint on the issue under debate.

At the extraordinary sitting of the RA NA Standing Committee on Health Care and Social Affairs a debate was held on Vaccination against Human Papilomavirus in the RA by the proposal of the RA NA Way Out and Tsarukyan Factions. The MPs, the RA Minister of Health Care Levon Altunyan, specialists of health care sector, doctors and experts from public sector attended the sitting.

Afterwards the draft laws on Amending the RA Family Code, on Making Addendum to the RA Code on Administrative Infringements, on Amending the RA Civil Procedure Code, on Amending the RA Criminal Code, as well as on Amending the RA Law on the Right of the Child were debated. The Committee members presented numerous recommendations to be debated at the extraordinary sitting to be convened on December 10 of the RA National Assembly.

The Committee draft decision on approving the Annual Programme of the Parliamentary Oversight for 2018 was approved at the sitting.

At the sitting moderated by Vardevan Grigoryan the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment debated the legislative package on Making Addendum to the RA Law on Local Self-Government, on Making Addendum to the RA Law on Local Self-Government in the City of Yerevan, on Amending the RA Law on Veterinary, on Making Addendum to the RA Law on Local Duties and Payments, which was presented the RA Deputy Minister of Agriculture Ashot Harutyunyan. The package was endorsed and would be debated at the extraordinary sitting of the RA National Assembly.

The RA NA Standing Committee on Economic Affairs moderated by Khosrov Harutyunyan debated and presented an endorsement on the agenda items of the extraordinary sitting to be convened on December 19.

The RA Deputy Minister of Energy Substructures and Natural resources Hayk Harutyunyan in the first reading presented for debate the legislative package on Amending the RA Law on Energy Saving and Restoring Energy.

As a result of debate the Committee members endorsed the legislative package.

The RA Minister of Finance presentedin the second reading the bill on Making Addendum to the RA Law on Tax Service and the legislative package comprised of 10 bills.

The RA Deputy Minister of Finance Davit Ananyan presented for debate in the second reading on Amending the RA Tax Code and the legislative package comprised of 36 bills.

The Standing Committee endorsed the legislative package.

On the same day at the extraordinary sitting the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights moderated by Hrayr Tovmasyan debated a number of legislative initiatives which were endorsed and would be debated at the RA NA extraordinary sitting on December 19.

The RA First Minister of Justice Artur Hovhannisyan and the RA Minister of Justice Davit Harutyunyan presented the legislative packages and the RA Judicial Code.

The Committee debated in the second reading and endorsed the draft law on Petitions with the enclosed package.
