On July 6, by the decision of the RA NA Speaker Ara Babloyan, under Article 100 of the RA Constitution and Article 44 of the RA Law Rules of Procedure of the National Assembly, at the initiative of the RA Government, an RA NA extraordinary session was convened by the initiator’s established agenda.

The legislative initiative on Water Intake from the Lake Sevan was passed in the second reading.

The parliament debated in the second reading the RA draft law presented for debate in the first reading on Approving the Annual and Complex Programmes of the Restoration, Preservation, Reproduction and Use Events of Lake Sevan Ecosystems, which the Chairman of the State Committee for Water Management of the RA Ministry of Energy Infrastructures and Natural Resources Arsen Harutyunyan. The draft law was passed with 77 for and 4 against.

The annual report on the RA State Budget Execution for 2016 was debated.

The deputies debated the annual report on the RA State Budget Execution for 2016, which presented the RA Minister of Finance Vardan Aramyan.

The RA CB Chairman Artur Javadyan presented the conclusion of the RA Central Bank on the annual report on the RA State Budget Execution for 2016.

The Chairman of the RA Control Chamber Levon Yolyan touched upon some problems of principle.

The Chair of the RA NA Standing Committee on Financial Credit and Budgetary Affairs Gagik Minasyan touched upon the influence of the global economic unfavourable situation on the economic development of our country, talked about the monetary policy being implemented by the government in this direction. He has noted that the Committee is for the approval of the report of the budget execution.

The Chair of the RA NA Standing Committee on Defense and Security Koryun Nahapetyan presented the Committee endorsement on the section on the legality and substantiation of the expenditures containing state and office secret of the annual report on the Execution of the RA State Budget.

Summing up his speech Koryun Nahapetyan has informed that the prgrammes of defense and state reserve sphere designed by the state budget for 2016 were completely implemented, and the Committee endorsed the document.

The RA NA deputies Naira Zohrabyan, Mikayel Melkumyan, Nikol Pashinyan, Vardan Bosnjyan, Edmon Marukyan, Armenuhi Kyureghyan, Gevorg Petrosyan, Artak Zeynalyan, Armen Ashotyan, Khosrov Harutyunyan expressed their viewpoints on the document .

Highlighting the document under debate, the RA NA Deputy Speaker considered necessary its analysis in the economic and political views. “I call on to vote for the budget executive paper for 2016, expressing hope that during the debate of the budget executive paper we will have more positive picture,” the RA NA Speaker noted.

The Minister of Education and Science Levon Mkrtchyan and the Minister of Labour and Social Affairs Artem Asatryan gave extraordinary speeches.

The RA NA Deputy Speaker Mikayel Melkumyan (Tsarukyan Faction) and the deputy Vahram Baghdasaryan (RPA Faction) expressed the viewpoints of the factions.

The RA Minister of Finance Vardan Aramyan delivered a final speech and touched upon the deputies’ recommendations and remarks.
