Parliament Ends Work of Extraordinary Session

On June 17, the RA National Assembly continued the work of the extraordinary session by voting ratified the Loan Agreement Gyumri Urban Roads signed between the Republic of Armenia and the International Bank for Reconstruction and Development on May 11, 2016, the Loan Agreement Financial Recovering Program of Energy Sphere signed between the Republic of Armenia and the International Bank for Reconstruction and Development on May 12, 2016, The Agreement on Free Trade between the Eurasian Economic Union and its member States on the one hand and the Socialist Republic of Vietnam on the other hand signed on May 29, 2015, in the second reading passed the draft law on Amendment to the RA Law on Protection of Personal Data and the legislative package on Amendment to the RA law on the RA Administrative-Territorial Division and on Amendment to the RA Law on Local Self-Government.

The deputies continued debating the Agreement on Investment Encouragement and Mutual Protection between the Government of the Republic of Armenia and the Government of the Republic of Iraq signed in Baghdad on November 7, 2012.

The member of the NA Standing Committee on Foreign Relations Shirak Torosyan presented the endorsement on the agreement.

Afterwards the RA First Deputy Minister of Economy Garegin Melkonyan submitted for the debate of the parliament the Protocol on the Application of the Free Trade Zone of October 18, between its Parties and the Republic of Uzbekistan 2011 signed in Minsk on May 31, 2013 presented by the RA President.

The NA Standing Committee on Foreign Relations endorsed the Protocol.

The RA Minister of Economy Artsvik Minasyan in the first reading submitted for debate the draft law on Amendments to the RA law on Value Added Tax.

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan presented the endorsement of the Committee.

The package of the draft law on Amendments to the RA Civil Code and the enclosed draft laws was debated in the second reading.

Artsvik Minasyan submitted for debate in the second reading the bill on Amendments to the RA law on Joint-stock Companies.

The draft law on Establishing Privileges on Ecological Payments to the Company Providing Water Supply, Removal of Waste Water and Sewerage Cleaning Services and on Establishing Privileges on Ecological Payments to Yerevan Water CJSC, the draft law on Amendments to the RA Civil Code with the enclosed package, the bill on Amendments to the RA Labor Code and the draft law on Amendments to the RA law on the RA State Awards and Honorable Titles were also debated in the second reading.

The MPs debated the Treaty on Coordination of the Actions Connected with Protection of Rights towards the Intellectual Property Entities signed on September 8, 2015 submitted by the RA Minister of Economy.

The parliament in the first reading considered the legislative package on Approving the Rescue Service Statute and on Amendments to the RA Code on Administrative Infringements, which submitted the RA Deputy Minister of Emergency Situations Haykaram Mkhitaryan.

By Haykaram Mkhitaryan’s presentation the deputies also considered the Agreement on the Conditions of Living, Immunities and Privileges of the Armenian-Russian Response Centre between the Governments of the Republic of Armenia and the Russian Federation signed on Larch 18, 2016.

The RA Deputy Minister of Transport and Communication Gagik Tadevosyan submitted for the deputies’ debate in the first reading the draft law on Amendment to the RA law on Electronic Communication.

The RA Deputy Justice Minister Vigen Kocharyan submitted for debate the Protocol 15 Amending the Convention on Protection for Human Rights and Fundamental Freedoms signed in Strasbourg on June 24, 2013.

The member of the NA Standing Committee on Foreign Relations Karen Bekaryan presented the endorsement of the Committee.

The Memorandum of Mutual Understanding on Visits without Entry Visas of the Citizens between the Governments of the RA and the Islamic Republic of Iran signed in Tehran on June 5, 2015 and the Agreement on Provision of Visa Facilitation between the RA and the Swiss Federation signed in Geneva on February 29, 2016 presented by the RA Deputy Foreign Minister Shavarsh Kocharyan were debated.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan in the co-report highlighted the ratification of the agreements.

Shavarsh Kocharyan also presented the Frame Agreement on Cooperation between the Republic of Armenia and the Eastern Republic of Uruguay signed in Montevideo on July 9, 2014.

The Deputy Chairman of the NA Standing Committee on Foreign Relations Alexander Arzumanyan voiced the endorsement on the Agreement.

The parliament debated the Convention of the Council of Europe (with enclosed objection) on Terrorism Prevention signed in Warsaw on May 16, 2005. The Deputy Director of Security Service adjunct to the RA Government Arzuman Harutyunyan introduced the goal of the Convention.

Afterwards the RA First Deputy Minister of Justice Arsen Mkrtchyan in the first reading submitted for debate the draft law on Amendments to the RA law on the Payment to the Government Officials.

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the Committee.

The RA Minister of Healthcare Armen Muradyan in the first reading submitted for debate the legislative package on Amendment to the RA law on Human Reproductive Health and Reproductive Rights and on Amendments to the RA Code on Administrative Infringements.

The Deputy Chairman of the NA Standing Committee on Health Care, Maternity and Childhood Sukias Avetisyan submitted the endorsement of the Committee.

Afterwards the RA Deputy Head of Police Vardan Yeghiazaryan in the first reading submitted for debate the package of draft laws on Amendments to the RA Law on the RA Citizen’s Passport and on Amendments to the Ra Law on Identity Cards.

Vardan Yeghiazaryan in the first reading submitted for debate the package of draft laws on Amendments to the RA Criminal Code and on Amendments to the RA Code on Administrative Infringements.

Then the parliament by voting ratified and passed the treaties and the legislative initiatives debated in the extraordinary session.

Exhausting the agenda, the National Assembly ended the work of the extraordinary session.
