On February 26 the National Assembly continued the work of the four-day sittings.

The parliamentarians welcomed the pedagogues and pupils of Norayr Sisakyan N 5 School of the city of Ashtarak, who visited the parliament within the framework of the “Open Doors” programme by the proposal of the NA Speaker Galust Sahakyan and were observing the NA sitting.

The RA NA Speaker has informed that the NA deputy Mushegh Petoyan suspended his membership to the PAP Faction according to his application.

Then the deputies passed completely in the second reading the legislative package “On Amending the RA Law on Value Added Tax,” the package of bills “On Amending the RA Law on Local Self-Government in the City of Yerevan” and envisaging amendments to a number of laws conditioned by it, which were debated on the previous day.

The Government proposes to encourage the additional export from the RA.

The parliament continued debating the bill “On Amending the RA Law on Profit Tax” for passing completely in the second reading, on which the representatives of the Rule of Law and the RPA factions expressed their viewpoints.

The Head of the Rule of Law Heghine Bisharyan proposed her colleagues not to take part in voting.

Vardan Ayvazyan delivered a speech on behalf of the RPA Faction and touched upon the provisions of the bill and presented clarifications. He expressed readiness to debate the issue with all concerned sides.

In the final speech the RA Deputy Minister of Finance Vakhtang Mirumyan once again has noted that the goal of the bill is to provide additional export from the Republic of Armenia, the creation of jobs and having additional incomes in the state budget.

The NA Speaker proposed to organize debates during the upcoming week, and to study all the problems with concerned sides.

The report of the activity of the National Commission on Television and Radio (NCTR) for 2013 has been debated.

The Committee Chairman Gagik Buniatyan presented the report of the activity of the National Commission on Television and Radio for 2013.

In his report the member of the RA NA Standing Committee on Science, Education, Culture, Youth and Sport Hayk Babukhanyan has informed that the Committee has debated the NCTR report, the deputies have also made remarks and recommendations.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech on the issue. The NA Deputy Speaker has noticed that the Commission has done positive work and during these years in the news programmes the pluralistic opinion has been increased.

The NA factions presented their viewpoints on the issue.

The Head of the ANC Faction Levon Zurabyan said that there is no diversity in the programmes noted and highlighted the provision of the freedom of the TV companies.

The Chairman of the NA Standing Committee on Science, Education, Culture, Youth and Sport Artak Davtyan presented the view of the RPA Faction. He touched upon his colleagues’ voiced interpellations and gave clarifications.

The deputies began to debate in the first reading the package of draft laws “On Amending the RA Law on Turnover Tax,” “On Amending the RA Law on Taxes” and “On Amending the RA Law on Organizing and Holding the Check-ups in the Republic of Armenia,” which presented the RA Minister of Economy Karen Chshmaritian.

Many questions have been addressed to the key speaker, and they were clarified.

The member of the NA Standing Committee on Economic Affairs Garegin Nushikyan presented the endorsement of the Committee on the package.

A dozen of deputies have been registered for the exchange of thoughts. The debate of the agenda item will continue at the NA next four-day sittings.
