National Assembly Ends the Work of the Four-Day Sittings

On March 1 the RA National Assembly continued the work of the four-day sittings.

On the NA Speaker Samvel Nikoyan’s proposal the deputies honored the memory of the victims of tragic events, which took place in Yerevan four years ago on March 1, with a minute of silence.

The NA Speaker has informed the deputies that the pupils and teachers from about three dozens of schools in Tavush Marz and Yerevan were watching the sitting of the parliament within the framework of the “Open Lesson” programme of the National Assembly. The NA deputies welcomed them.

Then the parliament passed by voting the bills “On Amending the RA Civil Procedure Code,” “On Amending the RA Code on Administrative Infringements,” “On Amending the RA Law on Value Added Tax” and the package of bills “On Amending the RA Law on Citizen’s Passport,” “On Amending the RA Electoral Code” “On Amending the RA Law on Identity Cards,” “On Amending the RA Criminal Procedure Code,” “On Keeping the Arrested and Detained Persons, and the package of bills “On Legal Regime of the State of Emergency,” “On Making Amendments to the RA Code on Administrative Infringements.”

The package of bills “On Property Tax and Debts Caused on Land Tax,” “On Amending the Law on Taxes,” “On Amending the Law on Land Tax,” and “On Amending the Law on Property Tax” was debated in the second reading.

In his final speech Vache Terteryan answered in detail Ms Alaverdyan’s interpellations.

The package of bills “On Amending the Legal Persons’ State Registration” and in 18 laws was debated completely in the second reading.

The parliament also debated completely in the second reading package of bills “On Amending the State Pensions,” “On Amending the RA Law on Forcibly Judged,” “On Amending the Compulsory Enforcement of the Judicial Acts,” “On Amending the RA Law on Social Security of the Military Servants and Their Family Members,” “On Amending the RA Law on Passing to Military Service.”

In the first reading Ara Nazaryan, RA Deputy Defense Minister, presented the draft law “On Amending the RA Law on Passing to Military Service.”

The package of bills “On Amending the RA Law ‘NA Rules of Procedure,’" “On Amending the RA Law on Public Service” and “On Civil Service” was debated in the second reading. Let us note that the deputies debated the new amendments proposed in a number of draft laws in the first reading before debating them in the second reading.

The deputies also debated the bills “On Amending the RA Law on Social Security of the Military Servants and Their Family Members,” “On Amending the RA Law on Conscription,” “On Amending the RA Law on Approving the RA Police Disciplinary Rules of Procedure,” and “On Amending the RA Law on Weapon,” “On Amending the RA Law on Value Added Tax,” “On Amending the RA Law on Obligatory Stamping of Video and Audio Magnetic Carriers Through Control Signs” and the agreement “On Preparing the Bodies of the Internal Affairs of Participant States of Independent States Cooperation and Personnel for Internal Affairs” signed in Yalta on May 25, 2007.

Vardan Aramyan, RA Deputy Finance Minister, presented the package of the RA draft laws “On Shareholders’ Companies” and “On Amending the RA Law on Securities Market.”

The National Assembly debated the bill “On Amending the RA Law on Information Freedom” submitted by the ARF faction deputies.

The National Assembly also debated the bills in the second reading “On Amending the RA Law on Organic Agriculture,” “On Amending the RA Criminal Code,” “On Amending the RA Law on Exploitation of the Agricultural Technique,” “On Amending the RA Law on Criminal Executive Service,” “On Amending the RA Code on Administrative Infringements” and conventions “On Handing Judicial and Extra-Judicial Documents on Civil and Commercial Cases Overseas” signed in The Hague on November 15, 1965” and “ On Obtaining Evidence Overseas on Civil and Commercial Cases on March 18, 1970” presented by the RA President.

The National Assembly ended the work of the four-day sittings.
