Extraordinary Session of the National Assembly Begins

In accordance with the Article 70 of the RA Constitution, on the initiative of the RA Government, on June 21 an extraordinary session of the National Assembly was convened. The NA deputies by voting approved the decisions of the National Assembly on the special procedure of holding the extraordinary session and on the special order of the debate of a number of draft laws.

The National Assembly debated the bill “On Making Addendum to the RA Law on Taxes,” which the RA Minister of Finance Vache Gabrielyan presented.

RA Minister of Agriculture Sergo Karapetyan submitted the package of the draft laws “On Making Amendments to the RA Law ‘On Value Added Tax,’ and ‘On Making Amendments and Addenda to the RA Law ‘On Approval of List of Goods Imported by Organization and Private Entrepreneurs that Have '0' Customs Duty Rate and are not Subject to Excise Taxation and for which Value Added Tax Shall not be Calculated and Levied by Customs Authorities.”

The NA deputies debated the package of bills proposing amendments and addenda to the law “On Waste/Sanitation Removal” and in a number of laws.

The Speaker of the National Assembly Hovik Abrahamyan delivered a speech on the package of draft laws to the RA Law “On Waste/Sanitation Removal” and presented concrete proposals.

The NA Speaker proposed to adopt the clearest approach: the community does the calculation, which is its obligation, shall make tight calculation, and as a result of making wrong calculation, it shall bear responsibility by the size of the less received payment, covering from its budget the deficit caused as a result of collected means. The latter will make the right calculation and will deprive of temptation from the application of corruption concrete schemes.

The NA Speaker Hovik Abrahamyan said that for elimination of the editorial and a number of shortcomings of other character in the sounded draft law he would present the recommendations in written form.

The NA Vice Speaker Samvel Balasanyan said that the Prosperous Armenia faction also had recommendations, which he would present in written form.

The Head of the factionGalust Sahakyan presented the view of the RPA faction on the issue under debate. He noticed that the NA Speaker’s recommendations were the different deputies’ records of the sounded interpellations, and they indicated the effective path of their solution. The draft law has been repeatedly debated and edited.

The RA Minister of Diaspora Hranush Hakobyan presented the bill on Amending the RA Law “On Citizens who Failed to Complete Compulsory Military Service Through Violation of the Established Procedure.”

The Deputy Mayor of Yerevan Kamo Areyan presented the package of bills proposing amendments to the RA Law “On Local Duty of the Vehicle Parking” and in a numbe rof laws.

The National Assembly also debated the bill on Making Addendum to the RA Law ‘On Local Self-Government,” submitted to the second reading.

The National Assembly will continue the work of the extraordinary session on June 22.
