Parliament Debates the Amendments in RA Electoral Code Proposed by ARF

The amendments of the electoral system were on the agenda of the March 23 sitting of the National Assembly. The parliament continued the debate of the draft law on Making and Addenda in RA Electoral Code submitted by the ARF faction.

Before passing to the speeches on the bill the Speaker of the National Assembly Hovik Abrahamyan on behalf of the legislative body greeted the schoolchildren and teachers of Eurasia International University and Basic College. Announcing the list of the issues being discussed during the sitting the head of the parliament once again called on the Heritage faction to take part in the works of the sittings, taking into account that one more important draft law on Freedom of Assemblies would be debated.

While assessing the draft law of the amendments of the ARF faction the deputies were guided by the comparative principle observing the two bills and the models being proposed with them.

In his extraordinary speech on the draft law the NA Vice Speaker Samvel Nikoyan stressed the importance of the trust of the public towards the electoral processes and the political agreement.

Armen Rustamyan presented the ARF view on the draft law and characterized their initiative intended to the radical change in the electoral process. The head of the RPA faction Galust Sahakyan thanked the ARF faction for the initiative and constructive work.

Presenting the admissible and inadmissible approaches for the faction Mrs Sahakyan opined that some amendments would be made in their draft law after the first reading.

The Justice Minister Hrayr Tovmasyan in his final speech noted that irrespective of the order of the committee formation, the state is responsible with its all bodies. The NA Standing Committee on State and Legal Affairs considers more admissible the version of the coalition. In his final speech the key speaker Artsvik Minasyan touched upon the clauses of principle for them. The faction considers important the process of counting the envelopes, the order of the committee formation.

The voting of the issue will be organized at the NA next sitting.

The Justice Minister submitted for the assessment the bill on Freedom of Assemblies with the package of amendments to 11 co-laws.

The debate of the issue will continue at March 24 sitting. The Justice Minister will answer the deputies’ questions.

At the hour of the Wednesday sitting, pursuant to the NA Rules of Procedure, the deputies addressed questions to the members of the government.
