Parliamentary Hearings, Related to the Bill on Local Self Government and Territorial Management Ends

On December 11 the hearings, organized by the Standing Committees on State and Legal Affairs and Territorial Management and Local Self-Government of the National Assembly, related to the bill, adopted for the first reading on Local Self Government and Territorial Management in Yerevan City, continued in the National Assembly.

Mr. Davit Hambardzumyan, Head of the staff of the Department of Budget Process Management of the Ministry of Finance of the Republic of Armenia presented the participants of the hearings, the provisions, related to the budget revenues in Yerevan city.

There were questions and speeches, related to the bill. The majority of those taking floor, believed that the members of the alderman should work by a defined salary, the others considered not right the election of the major and believed that the mayor should be elected either through direct elections or through the election of the alderman. Mr. Davit Harutyunyan, Chairman of the Standing Committee on State and Legal Affairs of the National Assembly, in his speech touched upon all the opinions and gave exhaustive clarifications.

Not excluding that the bill can be debated for the second reading up to the end of the year, the chairman of the committee proposed thosepresent to present their remarks in written form.

Mr. Vache Terteryan, Deputy Minister of Territorial Administration and Mr. Hrayr Tovmasyan, Candidate of Juridical sciences and a Lawyer of German Technical Cooperation and Mr. Davit Hambardzumyan, Head of the staff of the Department of Budget Process Management of the Ministry of Finance of the Republic of Armenia took completing speeches. Thanking for the debates, they were interested in, they certified that all the proposals and observations would be discussed in the working group and the fully developed version will be submitted to the parliament.
