Amendments and Addenda Being Proposed to Draft Laws on Military Service and Serviceman’s Status in the Second Reading Debated

On December 7, at the NA regular sitting the deputies in one-minute silence honoured the memory of 1988 earthquake victims.

The draft law on Military Service and Serviceman’s Status being under debate in the second reading authored by the Government proposes to introduce a new system of transition from compulsory military service of rank-and-file and officers to the contractual military service - Defender of the Motherland. The Project designs an opportunity of transition to contractual military service by the order established by the Government after six months of compulsory military service, setting the service term five years. “As well as because of turning to the contract term or health state on the basis of being recognized unfit while being dismissed prematurely from service set a right to receiving honorarium for them. The amount of honorarium is designed 5 million AMD, which will be freely disposed.” The RA Minister of Defense Suren Papikyan detailed.

The package of the draft laws on Making Addenda to the law on Remuneration of the Persons Holding State Positions and State Service Positions and on Making Amendments and Addenda to the law on Military Service and Serviceman’s Status was debated in the second reading.

The package of drafts proposes to set honorarium for the implementation of the combat problems, for the contractual officers, sub-commissioned officers and rank-and-file officers holding planning or control functions for the increase of the attractiveness and interest in the contractual military service and condition its calculation by the fact of turning to certification of those servicemen. They will take part in the certification voluntarily.

The RA Minister of Defense Suren Papikyan informed that within the adoption of the legislative package in the first reading the RA NA Armenia Faction presented proposals, which were not accepted. Technical addenda and amendments were made to the draft laws by the initiative of the Government.

The parliament by voting passed the legislative initiatives debated on December 6 and 7.
