Debate of Package of Draft Laws Postponed Up to Two Months

The legislative package was worked out, taking into consideration the current problems created around the Araks River, particularly, the existing dangers of the river bed changes cause substantial risks, the necessity of the construction of the coastal guard barriers preventing the river bed change and the reconstruction of the collapsed barriers, the provision of the mechanisms quickly regulating them, as well as the legal violations allowed by the sand mining organizations from the border river beds on the border layer. The RA Deputy Minister of Territorial Administration and Infrastructure Hovhannes Harutyunyan said about this.

At November 30 sitting of the Standing Committee on Economic Affairs the package of draft laws on Making Addenda to the RA Code on Lithosphere and on Making Addendum to the Code on Administrative Offenses.

In response to the question of the Deputy Chair on Standing Committee on Economic Affairs Babken Tunyan, if deficit of the sand is possible to have, Hovhannes Harurtyunyan noted that today problems related to the fillers are available in the market, but special studies have not been made. In the mentioned part at present 17 rights of lithosphere use, 2 out of which – study, and 15 – the very mining. 11 organizations out of 15 carry out mining.

According to Hovhannes Harutyunyan, the risks threatening the national security and the influence on the environment served as a basis for presenting the package of draft laws.

To the observation of the deputy Hovik Aghazaryan, the issue is not solved in the proposed way: the extraction of the sand from the river bed in a literate way will help the cleaning of the river bed and will not result in the change of the natural one. It was proposed to organize discussions on the giving an opportunity for extraction of the sand from the river bed with the participation of the concerned persons.

In Hayk Tsirunyan’s opinion, the issue of the recovery mines needs more detailed discussion. According to him, the mining organizations pay little taxes to the state compared with the received incomes. Thus, deep researches are necessary.

The debate of the package of draft laws for setting the format, the quantity, the methodology and the mechanisms of the extraction of the sand from the river bed and specifying the sustentative and legal norms was postponed up to two months.

The Committee debated in the second reading the draft laws on Making Addendum to the law on Postal Connection and on Making Addenda to the law on Electronic Communication authored by the Government, which presented the RA Deputy Minister of High-Tech Industry Avet Poghosyan.

During the period from the first to the second reading only editorial amendments were presented by the Government. The legislative initiative was endorsed.

The draft law On the Investments and Investment Activity authored by the deputy Sergey Bagratyan was also postponed up to two months.
