It is Planned to Assign Care Allowance to Parent Who Takes Care of a Child up to 2 Years Old

The Government proposes to assign a care allowance to a parent who is registered at the address of the place of residence in the Republic of Armenia and takes care of a child up to 2 years old, regardless of the place of registration and the fact of being an employee. The law will apply to the cases where the child was born on or after January 1, 2023. Moreover, the current legal regulations for employees and rural parents will apply if the child was born before January 1, 2023, and in case of a rural parent, also if the application was submitted before December 31, 2023.

The Government proposes to make these and other amendments and addenda to the Law on State Benefits, which the parliament debated in the first reading at the sitting on October 4. According to the Deputy Minister of Labor and Social Affairs Davit Khachatryan, it is also proposed to establish that the parent of a child up to two years old will continue to receive the allowance even if she returns to work. With the current regulation, when the parent returns to work, the allowance payment is stopped from that moment.

Davit Khachatryan presented details about the Law on Minimum Monthly Salary.

The deputy Babken Tunyan inquired about how much additional expenses will be added to the state budget as a result of the amendment. The Deputy Minister informed that a little more than 9 billion was provided for 2022 under this article, but the current indicators have shown that there is a need for replenishment.

The member of the NA Standing Committee on Labor and Social Affairs Zaruhi Batoyan presented the endorsement of the Committee.

The parliament debated in the second reading the package of draft laws authored by the deputies Vilen Gabrielyan, Andranik Kocharyan and Armen Khachatryan on Regulation of the Circulation of Weapons and the related ones.

According to the key rapporteur Vilen Gabrielyan, proposals were not received by the deputies in the period from the first to the second reading. However, working discussions took place with the partners of the Government, as a result of which, a number of technical amendments were made to the package of drafts.

The Standing Committee on Defense and Security endorsed the drafts.
