It is Proposed to Expand Circle of Candidates for Heads of SNCOs

On December 9, the National Assembly debated in the first reading the draft law on Making Amendments to the Law on Non-Commercial State Organizations (SNCO), which was presented by the RA Deputy Minister of Environment Gayane Gabrielyan.

At least 4 or 3 years of work experience in public service is required to hold the positions of Secretary General or Head of Department and Head of Division. According to Gayane Gabrielyan, the positions of Secretary General, Heads of Departments and their Deputies, Heads of Divisions, are comparable to the position of Director of the SNCOs, and persons with relevant skills and who are allowed to hold public service head positions by law on Civil Service can be appointed to that position.

According to Gayane Gabrielyan, the proposed amendments will give the persons who have work experience in public service or in professional work opportunity to participate in the election of the executive bodies too.

With the next amendment, the property attached to the state non-commercial organizations with the right of free use will be leased not by the decision of the Government, but in accordance with the order approved by the decision of the Government.

The Deputy Chair of the NA Standing Committee on State and Legal Affairs Vahagn Hovakimyan has noted that a technical correction was made in the regulation of leasing the property attached to the state non-commercial organizations with the right of free use, in accordance with the order approved by the decision of the Government. The regulation has already been in the amendments made in July 2020. The next amendment has a purpose to expand the circle of candidates for the Heads of the SNCOs. The Head Committee endorsed it.

The deputies referred to the expediency of facilitating the criteria required for the Director of the SNCOs, the necessity to involve qualified specialists in the field. In his final speech, Vahagn Hovakimyan has assured that the opposition deputies’ above-mentioned concerns have nothing to do with this draft.

Presenting the viewpoint of the NA Armenia Faction, Artsvik Minasyan touched upon the issue of the state property management. According to the Secretary of the faction, this draft changes a legal norm related to the constitution. He proposed no to hurry and systematically analyze the envisaged regulations.
