Joint Control Mechanisms Towards Maintenance of Conditions and Requirements of Licenses for Activities with Preschool Educational Programs and Services

At April 29 regular sitting of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport , chaired by Mkhitar Hayrapetyan, the package of the draft laws on Making Addendum to the RA Law on Licensing, Amending the RA Law on State Duty and Making Addendum to Education was debated.

The RA Deputy Minister of Education, Science, Culture and Sport Zhanna Andreasyan, presenting the motive on making an amendment, has noted that there are organizations in the RA - mainly under the name of the development centers which implement different preschool educational and preschool services. Those centers, acting out of control, educating children, being engaged in children development, taking care of children and keeping children under control, do not provide children with the lowest requirements of health and security. In many cases, those centers act without clear criteria and do not provide the final results presenting with the content of education which prepare children for a school.

The aim of the adoption of the laws is to have joint criteria of state politics in the field of preschool education and ensure an equal field of the conditions and the requirements of license for preschool organizations. It will promote the increase of a responsibility towards preschool education implemented in the field of education, essentially increasing the efficiency for the solution of the existing problems in the system of preschool education.

It is expected by the adoption of the draft laws to have joint control mechanisms towards the maintenance of the conditions and the requirements of licenses for the activity with the preschool educational programs and services and clear criteria on the implementation of sanctions in case of non-preservation.

The NA deputy Hakob Aslanyan presented the co-report. He highlighted presented amendments, urging to vote for the bill.

The legislative package was endorsed.
