Complex Changes in Sphere of Migration

The debate of the status of the person, the refugee being in imprisonment or the applications of asking for asylum is again at the centre of attention. At February 24 sitting of the NA Standing Committee on State and Legal Affairs, the procedures of the complaints of the decisions made on the person’s status and the establishing of predictable terms were discussed.


The Head of the Migration Service of the RA Ministry of Territorial Administration and Infrastructure Armen Ghazaryan presented the legislative initiative designing amendments and addenda to the law on Refugees and Asylum. According to him, in 2018, 218 persons applied for receiving the RA asylum, in 2019 – 248 persons, and 2020 – 207 persons. In 2018, 43 illegal border-crossing cases were registered: later they asked for asylum. In 2019, 14 cases were registered, in 2020 – 8 cases. In 2018 there were 3 cases of handing over the persons being searched by Interpol, in 2019 – 19 and in 2020 – 3 cases again. In 2020, 3 cases were subjected to criminal proceedings.


The complex change of the law regulations is also approved in the action plan of the RA Government and stemming from it. The EU colleagues promised financial assistance, which had not been provided yet. We will have an opportunity to carry out complex changes in the sphere with those means,” Armen Ghazaryan said.


The MP Anna Karapetyan informed that the draft law had also been discussed with the representatives of the Migration Service and other legal bodies. Working discussions on possible controversial provisions will be held during the period from the first to the second reading.
