At NA Extraordinary Sitting Draft Laws Establishing Tax Privileges during Martial Law and Designing Addenda to Tax Code Debated

On October 21, by the decision of the RA NA Speaker Ararat Mirzoyan, under Article 100 of the RA Constitution and Article 41 of the Constitutional Law the Rules of Procedure, at the initiative of the Government an extraordinary sitting of the National Assembly was convened at the initiative of the Government. The draft laws on Establishing Tax Privileges during the Period of Martial Law and on Making Addenda to the RA Tax Code were in the agenda.

Before the debate of the agenda items of the sitting, by the proposal of the NA Deputy Speaker Alen Simonyan in one-minute silence honoured the memory of the Armenian sons died for the defense of the Motherland in the war that had begun as a consequence of the Turkish-Azerbaijani aggression.

The parliament by voting passed the NA draft decision on special procedure of the debate of the agenda items of the extraordinary sitting.

The RA Deputy Minister of Finance Arman Poghosyan presented the draft law on Establishing Tax Privileges during the Period of Martial Law.

Afterwards the item on passing in the first reading the draft law on Making Addenda to the RA Tax Code was debated.

The parliament by voting passed the debated draft laws in the first reading.

Let us note that three-hour procedure will function for submitting a proposal on these draft laws, after which the NA Committees will debate the initiatives in the second reading and submit their conclusions to the National Assembly.

At the end of the day the parliament debated the legislative initiatives in the second reading and for completely passing it.

Presenting the draft law on Establishing Tax Privileges during Martial Law, the RA Deputy Minister of Finance Arman Poghosyan informed that it was revised on the basis of the proposals of the NA deputy Babken Tunyan and the Government.

The Committee Chair Babken Tunyan noted that the Government proposed also to include the Ministry of Territorial Administration and Infrastructure in the list the state government bodies, and the latter asked to include in the list the Ministry of High-Tech Industry.

The Deputy Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan has noted that the bank gives additional tax stimuli for the implementation of the process.

At the end of the sitting the MPs passed in the second reading and completely the debated draft laws.
