Legislative Initiative on Involvement of Banking Deposits Discussed

On September 29, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs moderated by Arkady Khachatryan convened a sitting.

Before turning to the discussion of the agenda items, the Committee members honoured in one-minute silence the memory of the military who died for the defense of the Motherland.

Arkady Khachatryan thanked the former Chair of the Committee Mane Tandilyan for the works done, wishing her health and successes.

The Committee debated in the second reading the draft law on Making Amendments and Addendum to the Law on the Involvement of Banking Deposits and the package of the draft laws authored by the RA NA deputies Artak Manukyan, Varazdat Karapetyan, Babken Tunyan. The key rapporteur Artak Manukyan informed that working expanded discussion was also held related to the item.

The questions addressed to the key rapporteur related to the involvement of the banking deposits and the regulations of the consumer’s and hypotheque crediting.

According to the RA Constitutional Law the Rules of Procedure of the National Assembly, the voting of the package of the draft laws was postponed.

The Committee discussed the item of the election of the candidate for the vacant seat of the RA Audit Chamber member.

The Committee Chair Arkady Khachatryan informed that in accordance with Article 134 of the RA Constitutional Law the Rules of Procedure of the National Assembly, Karen Arustamyan’s candidacy was presented by My Step Faction for the vacant seat of the Audit Chamber.

The RA NA deputy Artak Manukyan, briefly presenting the candidate’s biography and working activities, has noted that the candidate complies with the proposed standards.

Karen Arustamyan thanked My Step Faction for nominating his candidacy in the post of the Audit Chamber member. The rapporteur presented his vision on the RA foreign state audit system, touched upon the independence of the Audit Chamber, the defence of independence, as well as the programmes aimed at the rise of efficiency of the Audit Chamber management.

In their speeches the members of the Committee, underlining the candidate’s passed path, stated that Karen Arustamyan with his activities would promote the establishment of the Audit Chamber Institute.

As a result of voting, the Committee proposed Karen Arustamyan’s candidacy to the RA National Assembly for the vacant seat of the RA Audit Chamber member.

The Coordinator-Expert of the RA NA Budget Office Gagik Barseghyan presented for debate of the Committee the report of the RA NA Budget Office on the works done in the second quarter for 2020.

According to the rapporteur, the experts prepared in the established terms the brief descriptions of the annual report on execution of the RA State Budget for 2019, as well as the certificate presented by the Government on the procedure of the state budget execution of the RA first quarter for 2020 and provided them to NA Standing Committee on Financial-Credit and Budgetary Affairs.
