Debate of Draft Law on State Budget of Republic of Armenia for 2019 Restarted

On November 21, under the Article 100 of the RA Constitution and Article 41 of the RA Constitutional Law the NA Rules of Procedure, on the initiative of the Government the RA National Assembly convened an extraordinary sitting of was convened.

The deputies debated in the first reading the bill on Amending the RA Law on Making Addenda and Amendments to the RA Labor Code authored by the Government. The RA Deputy Minister of Labor and Social Affairs Smbat Saiyan presented the bill.

The RA First Deputy Minister Artur Hovhannisyan presented for debate in the first reading the bill on Making Amendments and Addendum on Provision of Officials’ Activity, Service and Social Guarantees. It is proposed that to pass the residence of the Prime Minister being at Baghramyan 26 to the President of the Republic. And in parallel with this as Prime Minister’s residence is pointed out the Republic of Armenia, Government House 1.

The abovementioned bills were passed in the first reading.

The RA Deputy Minister of Finance Arman Poghosyan presented the bill on Ratifying the Protocol, the Deputy Chairman of the RA State Revenue Committee Artur Manukyan presented the bill on Ratifying the Agreement, and the RA Deputy Minister of Finance Armen Hayrapetyan presented the bill on Ratifying the Loan Agreement.

The MP Hayk Babukhanyan delivered a speech on the item under debate.

According to the RA Acting Minister of Finance Atom Jangughazyan, the parliament restarted the debate of the draft law on the RA State Budget for 2019.

Atom Jangughazyan has informed that 146 recommendations were received from the RA NA deputies. They related to the implementation of different programmes concerning the social-cultural, science, as well as the communities.

The NA Deputy Speaker Mikayel Melkumyan and the Head of the RA NA Yelq Faction Lena Nazaryan expressed the viewpoints of their factions on the draft law.

On November 22, the voting of the draft law on the RA State Budget for 2019, as well as the other debated initiatives.
