Parliament Debates Legislative Package on Announcing Pardon at Extraordinary Sitting

On October 31, the RA National Assembly under Article 100 of the Constitution and the RA National Assembly and Article 41 of the Constitutional Law the NA Rules of Procedure, on the initiative of the Government an extraordinary sitting was convened, and the legislative package on Announcing Pardon on the Criminal Cases on the occasion of the 2800th of Erebuni-Yerevan Establishment and the 100th Anniversary of Declaration of Independence of the First Republic of Armenia and on Making Amendments and Addendum to the RA Criminal Procedure Code was included in the agenda.

By the NA decision the debate will be held during 24 hours after passing it in the first reading by the second reading of the legislative package.

The RA Acting Minister of Justice Artak Zeynalyan presented for debate the draft law in the first reading.

The Chair of the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights Gevorg Kostanyan presented the endorsement, noting that as a result of this humanitarian step, 270 persons would be immediately released.

The RA NA Deputy Speakers Arpine Hovhannisyan, Mikayel Melkumyan, the NA deputies Sergey Bagratyan, Naira Zohrabyan, Lena Nazaryan, Shake Isayan, Luiza Sargsyan and Tigran Urikhanyan expressed their viewpoints.

In his final speech the RA Acting Minister of Justice Artak Zeynalyan informed that as a result of pardon 342 persons would be released.

As a result of voting the legislative package was passed in the first reading with 72 for votes. The item will be debated in the second reading on November 1, at 11:00.
