On September 25, the Member of the U.S. Hawaii State Senate, the Chair of the Committee on Ways and Means Donovan Dela Cruz held a seminar on budgetary process for the employees of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs and the RA NA Budgetary Office.

The Senator detailed the structure and the working order of the legislative and executive bodies of the U.S. Hawaii State, the procedures of the formation of the state budget, making and approving the amendments in it. He has informed that the annual budget of the State is 7.5bln USD, and 1bln out of it is allocated to the capital expenditures.

Donovan Dela Cruz has clarified that the right of the legislative initiative belongs to the members of the Senate and mainly the legislators make a decision on the programs being financed for one year, sometimes for two years and continue them, if their efficiency is approved.

The Head of the RA NA Budgetary Office Gagik Barseghyan touched upon the RA budgetary process, noted the mechanisms of compiling, elaboration, debate and approval of the state budget. The Head of the Office also presented the orders of the debate and control of the report in the budget execution.

The Senator’s visit to Armenia was organized by the American Councils for International Education.
