On August 29, the meeting of the Speaker of the RA National Assembly Ara Babloyan and the RA Human Rights Defender Arman Tatoyan took place. The Speaker of the National Assembly made a proposal of the initiative for the meeting with the statement on inner-political situation of the country.

The Head of the legislative body has informed to the Human Rights Defender that during the meetings with the Prime Minister and the President Armen Sargsyan the parties highlighted the dictate of the priority of the Constitution that all steps should be aimed at the solution of the problems in accordance with democratic standards, in the atmosphere of the political dialogue, negotiations and discussions.

At the meeting the Human Rights Defender presented his following positions in connection with the issues raised by the NA Speaker:

• Any ongoing process in the country should be based on the rule of law. The human right should be in the basis of any initiative.

• One of the fundamental indices of the democratic development of the country is the freedom of speech: the protection of this high value is everybody’s duty. The boosting of pluralism is directly connected with it: it is especially necessary for our country now,

• Regarding the possible formation of the transit judicial bodies a complete study of the international experience and standards is initiated by the Human Rights Defender. It will be summed up, taking into consideration the concrete recommendations of the government. One thing is distinct: activities of anybody should correspond with the international obligations of Armenia and be based on the Constitution and laws, focusing on high commitment of the human rights’ guarantee and a mission promoting the efficiency of the fundamental bodies’ work,

• With regards to the courts, we should take into consideration that the state power is exercised on the basis of the separation and balance of the legislative, executive and judicial powers. This in its turn supposes independence of the judicial power from the legislative and executive powers, as well as from any other body or person outside them. We should reach the solution of the problems existing in the judicial system in consistent, including rough, but exclusively legal ways.

• We should provide non-interrupting development of the system of the protection of rights, excluding retreat recorded achievements. The Human Rights Defender, being led by fundamental principles of non-political and unbiased work, would continue making maximum efforts in that direction, supporting the initiatives aimed at it.

• We should debate and solve any issue in the conditions of solidarity and dialogue.
