He was born on October 16, 1952 in the village of Ararat in the Ararat region.

In 1974 he graduated from Yerevan Polytechnic Institute. In 1985 he graduated from Baku Party Higher School under the Central Committee of the Soviet Union Communist Party. He is an engineer-mechanic.

1974-1975 he worked as a teacher at Ararat Industrial-Technical Vocational School. 1975-1980 he worked as a chief mechanic at Ararat Gas Department. 1980-1983 and 1985-1990 at the Ararat Regional Committee of the Communist Party of Armenia (CPA) occupied different posts. 1990-1993 he headed the Communications infrastructure in Ararat region. 1993-1996 he was deputy chairman of the Executive Committee of the Ararat Regional Council, 1996-1998 – head of Transport and Civil Engineering Division of the RA Ararat Regional Administration. 1998-1999 he was deputy governor.

1998-1999 he was a deputy of NA (electoral district # 111). He was a member of the Reforms deputy group.

1999-2003 he was a deputy of NA (proportional electoral system, RPA). He was a member of the NA Standing Committee on State and Legal Affairs. He was a member of RPA Faction.

2003-2007 he was a deputy (proportional electoral system, RPA). He was a member of RPA Faction.

On October 6, 2008 he was elected a deputy to the He is a member of RPA board.

He is married and has two children.
