Born on May 30, 1948.

1972 - Graduated from the Mechanical engineering Faculty of the K. Marx Yerevan Polytechnic Institute.

1972 - Worked at the ASSR NAS Byurakan optical-mechanical laboratory.

1977 - Worked at Special Radio-Physics and Electronics Design Office.

1983 - Head of   industrial - dispatching department  “Armavto.”

1983 - 1986  - Director of Ashtarak Knitted - goods Factory.

1986 - 1987 - Director of Charentsavan clothes factory.

1987 - 1990 - Chair of the Charentsavan City Council.

1996 - 1998  - Chief Advisor to the Prime Minister of the Republic of Armenia.

1997 - 2000 - International Expert on UN issues of decentralization and civil service.

1997 - Head of Working Group for Developing the Concept and the Law on Civil Service in the Republic of Armenia.

Since 1997 - Teaching at the State Academy of Public Administration of the Republic of Armenia.
