Born on September 29, 1967 in Yerevan.

1992 - Graduated from the faculty of Philosophy and Sociology of Yerevan State University.

1994 - Attended Public Policy and Management spe­cial courses at the American University of Armenia.

1995 - Postgraduate of Political Science Department of Yerevan State University.

1996 - Armenian-French Governance (Management) Center. Specialist of Management  Marketing and Banking. Philosopher. Candidate for Political Sciences.

1984 - 1985 - Experiment Officer in the Yerevan Electrical Bulb Factory.

1993 - Lecturer at Political Science Department in YSU.

1993 - 1995 - Scientific worker in the Division of Social Sciences of the Scientific Research Institute of Pedagogical Sciences at the Ministry of Education and Science of the Republic of Armenia.

1995 - 1998 - Commentator in the Sociopolitical Programs Division of the State Television and Radio Department.

1996 - 1999 - Head of “Horizon” Center for Legal and Political Strategic Studies.

1998 - 2000 - General Editor of the Foreign Broadcasts Office at the Armenia National Radio.

2000 - 2002 - Vice President of the French University in Armenia.

2000 - 2011 - Lecturer at the French University in Armenia.

2008 - 2008 - Member of the Council of Trustees of the European Regional Educational Academy.

2008 - 2010 - Minister of Emergency Situations of the Republic of Armenia.

Since 2010 - First Deputy President of the Armenians’ Union in Russia. Member of the Standing committee of State and Legal Affairs of the National Assembly. Member of the faction “Rule of Law.” Rule of Law party member.

2003 - 2007 - Deputy of the National Assembly (proportional electoral system, “Rule of Law” party.)

2003 - 2006 - Chair of the Standing Committee on Defense, National Security and Internal Affairs of the National Assembly, then member of the same committee.

Deputy Chair of the Ad-hoc Committee on Matters of Integration in European Structures of the National Assembly, Head of the NATO Parliamentary Assembly Delegation of the National Assembly of the Republic of Armenia, Co-Chair of the Parliamentary Assembly of Francophonie Delegation of the National Assembly of the Republic of Armenia. Member of the faction “Rule of Law.” Rule of Law party member.

May 6, 2012 - Elected Deputy of the National Assembly from the “Rule of Law” party.

Author of numerous works and articles. Scientific Head of the “National Security” YSU Master Program.

Married, with two children.
