Born November 21, 1961 in the village of Zovashen in Ararat province.

1984 - Graduated from the Faculty of History of the Yerevan State University (YSU). Historian. Colonel in reserve.

1984 - 1989 - Organizer of lectures at Yerevan City Department of the association “Gitelik” (Knowledge).

1989 - 1990 - Secretary of the Spandaryan District Committee of Yerevan LCYU

(Lenin Communist Youth Union).

1990 - 1993 - Deputy Chairman of the Youth Union of Armenia.

1993 - 1995 - Deputy Head on Youth Affairs of the Department of Physical Education, Sports and Youth Affairs adjunct to the Government of the Republic of Armenia.

1997 - 2003 - Deputy Minister of Culture and Youth Affairs of the Republic of Armenia.

2000 - 2004 - President of the National Olympic Committee of Armenia.

2003 - 2007 - Chairman of the National Committee of Physical Education and Sports adjunct to the Government of the Republic of Armenia.

2007 - 2017 - Chairman of the Control Chamber of the Republic of Armenia.

Since 2011 -  President of the World Committee of the All-Armenian Games.

1995 - 1999 - Member of the National Assembly. Member of the Standing Committee on Defense, National Security and Internal Affairs of the National Assembly. Member of the “Republic” faction. Non- partisan.

May 12, 2007 - November 6, 2007 - Member of the National Assembly (proportional electoral system, PAP).

June 7, 2007 - November 6, 2007 - Deputy Chairman of the National Assembly. Member of the “Prosperous Armenia” faction.  

2017 - 2019 - Member of the National Assembly (national electoral list of the “Tsarukyan” alliance of parties). Member of the Standing Committee on Financial-Credit and Budgetary Affairs of the National Assembly. Member of the “Tsarukyan” faction.

June 20, 2021 - Elected Member of the National Assembly from the national electoral list of the “With honor” alliance of parties.

Awarded the “Movses Khorenatsi” Medal (2003), “Vachagan Pious” (2011, NKR), first rate Medal “For Services to Fatherland” (2011) and second rate Medal “For Services to Fatherland” (2015), “Hrant Shahinyan” Medal (ANOC, Armenian National Committee), Gratitude Award of the Association of the National Olympic Committee, ANOC Order of Honor. Order of “Mesrop Mashtots.”

Married, with three children.
