Series of Three-Day Events on the Theme “Human Rights in the Armed Forces” Conclude with Parliamentary Hearings

On December 12 on the initiative of the NA Standing Committee on Defense, National Security and Internal Affairs series of events on the theme “Human Rights in the Armed Forces” was concluded with parliamentary hearings, in which deputies of the National Assembly, representatives of the RA Ministry of Defense, the Office of the RA Human Rights Defender, the civil society organizations and international experts took part. The NA President Hovik Abrahamyan came up with his speech.

“Dear colleagues,

Dear Mr Minister,

Dear participants, guests of the hearings,

Let me welcome the initiative of holding joint parliamentary hearings on the theme “Human Rights in the Armed Forces” of the two Standing Committees of the National Assembly of the Republic of Armenia: the Standing Committees on Defense, National Security and Internal Affairs and on Protection of Human Rights and Public Affairs.

Pursuant to the Constitution of the Republic of Armenia the human rights serve as a highest value. The whole activity of the National Assembly of the Republic of Armenia is directed to the provision of that value. And human rights provision in the armed forces is not only the internationally assumed obligation by our country, but it is also, first of all, a legal and moral obligation, the full discharge of which directly stems from the interests of the national security of the Republic of Armenia.

The National Assembly of the Republic of Armenia actively cooperates with the civil society. It pursues one aim: to make the activity of the National Assembly more effective for the sake of the country’s progress.

Dear colleagues,

The Armed Forces of the Republic of Armenia ensure the security, defense of the Republic of Armenia and the inviolability of its borders, hence, the continuous improvement of the situation of the human rights in the RA Armed Forces and complying the defensive potential with the modern standards of professionalism, discipline, transparency and surveillance is the prior direction of our joint activity.

Today’s hearing is a due occasion to touch upon the issues of applying the RA Disciplinary Statute of Armed Forces, record positive results, as well as disclose the existing problems.

I would like to reaffirm that the National Assembly will continue its active participation in consolidation of armed forces-society mutual relation, which will provide the necessary level of transparency of the armed forces and the civil control.

The regular visits of the leadership, the deputies of the National Assembly to the military units, military institutions, the meetings and talks with servicemen and commanders will also have their positive impact on the provision of human rights in the armed forces, and in general, in improving the soldiers’ moral-psychological atmosphere.

I highlight the involvement of the international structures in the parliamentary hearings. The OSCE Office in Yerevan and the Geneva Centre for the Democratic Control of Armed Forces supported today’s hearing, and I highly assess the cooperation of these international organizations with the National Assembly, particularly, the Standing Committee on Defense, National Security and Internal Affairs. I am confident that in future the active cooperation of the National Assembly of Armenia with international organizations will also give its positive results.

I welcome once again all the participants of the hearing and wish them effective work.

In his opening word the Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan deemed the aim of the parliamentary hearings concluding the series of the three-day events to be the disclosure through discussions of the problems and challenges connected with the human rights in the armed forces, as well as presentation of recommendations for improving the legislative field regulating the sphere and filling up certain gaps in law enforcement. He urged the participants of the parliamentary hearings to actively participate in the discussions and come up with their viewpoints.

The RA Defense Minister Seyran Ohanyan has recorded with satisfaction that the parliamentary hearings are the third one concerning the sphere in the current year that the NA Standing Committee on Defense, National Security and Internal Affairs initiates.

The Deputy Chair of the RA Standing Committee on Protection of Human Rights and Public Affairs Margarit Yesayan has recorded that the problem of human rights has always been vulnerable, and we should be rational and realistic while evaluating it.

The RA Deputy of Human Rights Defender Genya Petrosyan touched upon the phenomena of human rights violation in the armed forces, particularly, death rate, recruitment of citizens with health problems, lack of information, servicemen’s social security, medical service and everyday issues.

The Chair of “Zinvor”/Soldier/ Coordinating Council NGO Margarita Khachatryan highlighted the problem of consolidation of army-society mutual trust, at the same time, expressing conviction that everybody should contribute to ensuring the normal activity of the army, protecting the soldier’s rights and keeping high his moral-psychological state.

The Deputy Director of DCAF Philipp Fluri conditioned the efficiency of the regulation of the problem by improving the legislative field regulating the sphere, by active cooperation of the parliament, armed forces, civil society organizations and Ombudsman, by transparency and accountability of relevant authorities.

During the parliamentary hearings there were speeches sounded, and the key reporters answered the participants’ questions.

In his final word Koryun Nahapetyan thanked the participants for the interesting discussions and assured them that the constructive recommendations sounded on human rights in the armed forces were useful for the parliament in terms of improving the legislative field regulating the sphere, implementing the parliamentary control and developing effective cooperation.
