Samvel Sahakyan was born on May 23, 1960 in Yerevan.

Mr. Sahakyan graduated with a degre in economics from Yerevan Institute of National Economy in 1982.

From 1977-1978 he was a fitter in the Yerevan Ferro-Concrete Constructions Plant. In 1982 he worked as an economist in the Yerevan Electron Plant. From 1982­1984 he served in the Soviet Army. From 1984-1985 he was an economist in the Yerevan Electron Plant. In 1985 he was an economist in Yernjatap Collective Farm in the Aparan region. For the next five years he worked first as a chief accountant and later chief accountant’s assistant in the Haytskhakhot Production Complex. From 1990-1997 he was the chief accountant in Grand Akoumb OJSC (Yerevan). From 1997-1999 he worked first as a chief economist, later financial director and eventually executive direc­tor for Grand Tobacco Ltd. Armenian-Canadian JV. From 2000-2003 he was the exec­utive director of Masis Tobacco M.V. JV Ltd. (Masis).

On May 25, 2003 he was elected to the NA from electoral district # 21 and he is currently on the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs. He is not a member of any faction or deputy group and has no polit­ical party affiliation.

Mr. Sahakyan is married and has two children.
